Summary of the contracting process

Chemonics International, Inc., managing the UK Foreign, Commonwealth and Development Office’s Partnership Fund for a Resilient Ukraine Phase 2 programme, is procuring professional services for fact-checking and strategic narrative development. The work supports project activities under this multi-donor-funded programme and will be delivered in Ukraine. It falls within research, development and related consultancy services, with the emphasis on checking information and developing clear, strategically aligned narratives. The requirement is for services rather than goods or construction. Suppliers should therefore be organisations able to provide both analytical fact-checking and communications or narrative-development support in the Ukrainian programme context. The opportunity is identified as suitable for small and medium-sized enterprises and for voluntary, community and social enterprises.

The procurement has reached tender: the buyer invited offers through an open procedure above threshold. Questions had to be submitted in writing by email by 18 September 2026 at 17:00 Kyiv time, and proposals were due by 2 October 2026 at 15:00 Kyiv time. The contract is scheduled to run from 1 November 2026 to 2 August 2027. Its stated minimum value is GBP 1 and maximum value is GBP 2, excluding VAT, with the programme exempt from taxes, fees and VAT in the partner country. Proposals may be in Ukrainian or English. Evaluation includes the technical proposal requirements in clause 5.2 of the tender instructions and evaluation criteria. Registration documents required under the supplier’s national law must accompany the proposal.

This opportunity suits organisations combining rigorous fact-checking with strategic communications, analysis and narrative development. Relevant suppliers will need to understand how to test information, produce reliable findings and turn those findings into coherent narratives that support programme activities in Ukraine. The work is likely to suit consultancies, research and development specialists, communications advisers, policy or media-analysis teams, and organisations with experience working in complex international development or resilience programmes. Suppliers must be able to prepare a compliant technical proposal and provide registration documents required under their national law. They must also be able to submit the required completed forms and signed documents, including an Excel file and electronically signed PDF materials. Small businesses and voluntary, community or social enterprises are explicitly considered suitable.
