Notice Description

Sheffield City Council (SCC) will soon be advertising the opportunity to bid to deliver the new adult Substance Misuse Service. The service will provide, through an integrated service model, a city-wide response for adults to all substance use disorders and any newly emerging substance use trends through the life of the contract. In addition, the successful bidder will be required to provide a range of interventions for individuals who're involved in or at risk of entering the criminal justice system. Additional information: Sheffield City Council (SCC) will soon be advertising the opportunity to bid to deliver the new adult Substance Misuse Service. The service will provide, through an integrated service model, a city-wide response for adults to all substance use disorders and any newly emerging substance use trends through the life of the contract. In addition, the successful bidder will be required to provide a range of interventions for individuals who're involved in or at risk of entering the criminal justice system. SCC has recently been given a funding allocation from Office for Health Improvement and Disparities (OHID) to fulfil the requirements of the new National Drug Strategy 'From Harm to Hope', which includes PS8.4m over 3 years, 2022-2025 (subject to ministerial sign off). This funding will come as a Supplemental Funding for Substance Misuse Treatment and Recovery Grant (SSMTRG). The requirements of the grant are to improve the treatment and recovery system and will be additional funding for substance misuse, which presents a significant opportunity to invest in system wide expansions and improvements. We intend to publish the invitation to tender early in the new year, and it is anticipated the new contract will start on the 1st of August 2023. In preparation, please ensure you are registered on the Council's e-tendering platform https://yortender.eu-supply.com/ where it will be advertised along with all the tender documentation. This project falls under the Light Touch Regime. The anticipated procurement procedure will involve an invitation to tender, followed by clarification meeting and the submission of a best and final offer. Potential bidders are to be aware that the value of the contract opportunity advertised will be in for the full term at the value of both the core fund and the supplemental grant funding for all years in the event that the supplemental grant funding is extended, however the supplemental grant funding is only confirmed until 31/03/2025.
