Summary of the contracting process

The procurement process involves University College London (UCL) seeking consultancy and removal services for asbestos across its extensive estate in London. The contract, titled "Asbestos Consultancy and Asbestos Removal Services," is currently in the planning stage, with a market engagement end date set for 30 August 2019. UCL plans to initiate the tender process for these services, with a projected contract start date in June 2020. The expected value of the contract is estimated to be in excess of £500,000 per annum, supporting a site-wide removal project estimated to span five years and requiring an additional £2 million per annum over that period.

This tender presents a significant growth opportunity for businesses specialising in asbestos consultancy and removal services, particularly for small to medium-sized enterprises (SMEs) engaged in similar work. Companies with experience in project management, stakeholder interfacing, and compliance with health and safety regulations related to asbestos would be well-suited to compete. With UCL's substantial portfolio of premises, successful bidders could benefit from a lucrative long-term partnership, handling the complexities of a large-scale asbestos removal project while also contributing to a significant increase in public safety standards.

Notice Title

Asbestos Consultancy and Asbestos Removal Services

Notice Description

The UCL estate comprises a substantial portfolio of circa 220 premises which vary in asset type, use and property deed/leasehold arrangements. Circa 150 premises were constructed pre-2000, where UCL are the named duty holder. There are currently circa 10,000 known ACMs on these premises being managed by UCL. In addition, there is an expansive and complex sub-basement tunnel network which is below the main campus area: Bloomsbury. UCL is issuing a short Request for Information to see views on our approach to market to procure Asbestos Consultancy & Asbestos Removal services in late 2019, with a contract start date of June 2020. The anticipated value of the contract(s) for asbestos surveying, re-inspections, asbestos removal project management and analytical response is circa PS500,000+ per annum. There is a site wide asbestos removal project which would require development, stakeholder interfacing, project coordination, procurement support, mobilisation, project management, analytical monitoring, and completion documentation. It is likely to span 100+ premises and a 5 years programme. UCL would aim to spend an additional PS2m per annum over 5 years. Additional information: The Request for Information document can be accessed via our UCL eProcurement Portal, where you can register your interest in this opportunity. University College London (UCL) is not a public body within the meaning of the Public Contracts Regulations 2015 (the "Regulations") and is not subject to the procurement legislation. Where UCL advertises contracts, it does so on a voluntary basis and does not undertake any obligation to comply with the procurement legislation. UCL reserves its rights in full to adapt or step outside the procedures in the procurement legislation as UCL considers necessary.
