Summary of the contracting process

Altrad AtkinsRealis Joint Venture is seeking enabling works, strip-out and decommissioning support for the Windscale Advanced Gas-cooled Reactor complex at Sellafield. The work supports the site’s move towards final decommissioning and demolition. It covers removal of fixtures, equipment and non-structural elements; management of radioactive and other waste; surveys and site characterisation; asset reinstatement; and design and delivery of enabling and temporary works. Other activities include asbestos management, decontamination, scaffolding, plant modification proposals, procurement of materials and equipment, and urgent support for safety-critical operational issues. Work is also intended to support wider Windscale decommissioning programmes and emerging operational requirements. The buildings include facilities with radioactive contamination hazards and are under surveillance and maintenance. The procurement is for construction and nuclear safety work, including work within the reactor complex.

The buyer invited offers for this work through a tender. The submission deadline set was 3 November 2026 at 17:00 UK time. The planned contract period runs from 1 April 2027 to 1 April 2031. The estimated value is £10 million to £20 million. The procurement is identified as works, with a focus on construction at a nuclear facility and nuclear safety services. Small and medium-sized businesses are identified as suitable to take part. The scope ranges across the WAGR facility and includes support to wider decommissioning programmes and emergent operational needs. The tender information provides no further basis for comparing bids, so suppliers should consult the opportunity requirements for the detailed assessment and submission arrangements before deciding how to participate.

This opportunity is suited to suppliers able to deliver complex work in a nuclear decommissioning environment, including safely managing low- and intermediate-level radioactive waste and working in contaminated facilities. Relevant capabilities include building strip-out, radiological and hazardous-condition surveys, site characterisation, decontamination and waste segregation, handling and transfer documentation. Suppliers may also bring licensed asbestos removal, scaffolding, temporary works design and construction, plant modification documentation, equipment procurement, or asset reinstatement expertise. The scope calls for suitably qualified and experienced personnel, as well as the ability to support safe handover and respond rapidly to safety-critical operational issues. Businesses with the breadth to coordinate several of these disciplines, or specialist firms able to contribute a defined work package, may find the requirement relevant. SMEs are explicitly considered suitable to compete.

Notice Description

WAGR Overview and Site Information The Windscale Advanced Gas-cooled Reactor (WAGR), commissioned in 1962, was the prototype for the UK's second-generation Advanced Gas-cooled Reactor (AGR) fleet. The facility (Building B50), recognised by its distinctive spherical containment shell, was supported by the fuel assembly building (B52) and turbine hall (B55). Following reactor core dismantling and removal in 2012, the WAGR Complex entered Care and Maintenance (C&M). The facility is now progressing towards its final phase of decommissioning and demolition. Existing records confirm the presence of Low-Level Waste (LLW) and Intermediate-Level Waste (ILW), resulting in ongoing radiological and contamination hazards. All buildings within the WAGR area are owned by the Remediation operating unit, remain under active surveillance and maintenance, and are classified as Beta Gamma contamination facilities. Project Scope The scope comprises enabling, strip-out, waste management and decommissioning support activities across the WAGR facility, alongside support for wider Windscale decommissioning programmes and emergent operational requirements. Key activities include (see attachment) - Strip-out Works: Internal and external removal of fixtures, fittings, equipment and non-structural elements to facilitate future decommissioning and demolition activities. - Radiological Waste Management: Safe handling, removal and management of LLW and ILW in accordance with site requirements. - Asset Reinstatement: Delivery of asset reinstatement works and provision of SQEP resources to support successful handover. - Pre-Construction Information (PCI): Support information gathering and site characterisation where existing PCI is insufficient. - Surveys: Plan and undertake surveys to assess radiological, hazardous and operational conditions in support of future decommissioning works. - Project Enabling Works: Design, fabricate, trial and implement enabling solutions, equipment and materials to support project delivery. - Asbestos Management: Planning, sampling, monitoring and licensed asbestos removal where required. - Procurement: Procurement of materials, equipment and associated quality documentation. - Waste Management: Sorting, segregation, consolidation and disposal of current and historical wastes, including completion of documentation for transfer to Sellafield Waste Coordinators. - Emergent Works: Rapid response support to operations and maintenance teams for safety-critical issues. - Temporary Works: Management, design and construction of temporary works, including scaffolding, enclosures and other supporting structures. - Decontamination: Decontamination activities to support area declassification and radiological rollback. - Plant Modifications: Production of Plant Modification Proposals (PMPs) and associated documentation. - Scaffolding Services: Provision of scaffolding design, supply and installation resources as required.
