Summary of the contracting process

The procurement process involves a project titled "DNAire Fishpass Package," led by the Environment Agency in collaboration with Aire Rivers Trust. This initiative aims to establish a sustainable population of Atlantic salmon, eel, lamprey, and sea trout in the River Aire. The project is currently in the planning stage, with key dates including a deadline of 30 November 2018 for the submission of detailed construction designs and costings. The contract period for the project is from 28 September 2018 to 30 September 2022, encompassing regions in the North East, North West, and Yorkshire and the Humber sectors of the United Kingdom. The procurement is executed through a tender process, focusing on construction work and requiring engineering design and civil engineering consultancy services.

This tender presents significant growth opportunities for businesses in the civil engineering and construction sectors, particularly those with expertise in environmental projects and fish pass construction. Companies capable of delivering comprehensive design and build services for fish passes are well-suited to compete, especially small and medium enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Given the project's emphasis on innovative design and sustainable practices, businesses with experience in ecological engineering and collaborative approaches with local authorities may find this tender particularly relevant.

Notice Title

DNAire Fishpass Package

Notice Description

DNAire is a project led by the Environment Agency and Aire Rivers Trust which aims to re-establish a sustainable Atlantic salmon population, as well as eel, lamprey and sea trout, in the River Aire. This will be achieved by reconnecting the River Aire from Leeds City Centre to Gargrave in the Yorkshire Dales by building four fish passes. What we are seeking to achieve. The re-establishment of a sustainable salmon population will be achieved by building a fish and eel pass on each of the four weirs at Armley Mills, Kirkstall Abbey, Newlay and Saltaire. These are the final four major obstacles to the return of Atlantic salmon, eels and sea trout to the River Aire. Each fish pass will be a multi-species Larinier type pass enabling migratory fish species to move upstream and for resident coarse fish to move along the river to feed, breed and find shelter. What we require. We would like to gauge market interest in a Design and Build contract to deliver the design and construction of these four fish passes. Initially, we require detailed (construction) designs of the fish and eel passes as well as detailed construction costs and timetables. The deadline for delivery for full designs, timetable and costs is 30 November 2018. Any company that secures the contract for the Stage 1 construction designs and costings will also secure the contract to build the fish passes as part of Stage 2. Suppliers should be aware that the construction stage will not start before August/September 2019 and therefore should take this into account when responding to this notice and submitting any future bids for this requirement. Questions for consideration Is your organisation able to provide full construction designs, timetables and full costings and commit to this offer for a 12 month period between the Employer receiving full designs and commencement of any works by the winning bidder? Please detail any perceived issues relating to the inclusion of a 12 month period between the provision of full designs and the commencement of any works...
