Notice Description

NHS England and NHS Improvement is looking for a Supplier to run a campaign to promote awareness of the risk that constipation can pose to people with a learning disability, and how it may be prevented, recognised and treated. This specification has been developed by the Learning The development of the national constipation campaign that this specification describes is a published action from the LeDeR programme, Action from Learning Report, published in May 2019. In 2018, the LeDeR programme had been notified about the deaths of 12 people with a learning disability who died from issues around constipation. There have since been further deaths. In 2020 55% of adults whose deaths were reviewed by LeDeR had a diagnosis of constipation and 38% were prescribed laxatives, illustrating what an extensive issue this is for people with a learning disability. "Across the NHS, we will do more to ensure that all people with a learning disability, autism, or both can live happier, healthier, longer lives. We will accelerate the LeDeR initiative to identify common themes and learning points and provide targeted support to local areas." NHS England and Improvement, Long Term Plan, January 2019. This is a public and staff campaign that will target people with a learning disability, family / carers (paid/unpaid) and GP practice staff. The objective of the campaign is to bring about a change in behaviour by providing the target audiences with the information they need to prevent, recognise and treat constipation. Success will be measured by a reduction in the number of people with a learning disability living with and dying from constipation.
