Summary of the contracting process

Walsall Metro Borough Council is procuring a financial forecasting application and associated software services for its Finance Team and budget managers. The application is intended to work with the Council’s Oracle system, giving users access to general ledger transactions, staffing budgets and transaction detail, and allowing budget managers to view and potentially adjust forecasts. The requirement also includes ongoing supplier partnership to develop the software, including dashboards and reporting, and the option of a direct connection to Power BI. The solution is intended to provide this functionality at lower cost than combined Oracle licences for PBCS and Fusion GL. The service is for the Council in Walsall.

The procurement is complete and the contract was awarded to Beyond Systems Limited on 5 August 2026. The award value is £163,530. The contract runs from 29 September 2026 to 28 September 2028. The requirement was procured through a selective call-off from a framework agreement. The original submission deadline was 22 July 2026. The procurement covers one application requirement, with no separate lots identified. The recorded estimated value is also £163,530. The published information does not set out evaluation criteria or supplier eligibility requirements beyond indicating that the opportunity was suitable for small and medium-sized enterprises.

This award demonstrates demand at Walsall Council for a financial forecasting application integrated with Oracle, serving both finance professionals and budget managers. A credible competitor for a future requirement would need to provide reliable forecasting and financial reporting, including access to ledger transactions and staffing budgets, through a straightforward interface that supports forecast review and adjustment. The ability to develop tailored dashboards and reports in partnership with the Council, and to connect directly to Power BI where required, would match the stated service needs. Suppliers should also be able to demonstrate a cost-effective alternative to combined Oracle PBCS and Fusion GL licences. The selected supplier was an SME, and the procurement used a framework call-off route, so relevant framework access and the capacity to maintain and evolve the application are commercially important.

Notice Information

Notice Title

W5098 The Provision of Beyond Financial Forecasting Application

Notice Description

The Council decided in February 2023 to procure an alternative product 'Beyond Financial Forecasting' that has been in place since. The alternative product has been very valuable to both the Finance Team and budget managers in enabling them to view their summary financial information, staffing budgets and transaction detail. The Contract is due to expire 28 September 2026. As there is an ongoing requirement for this application there is a need to procure a new Contract for an appropriate term. The ongoing requirement is for a robust, reliable, financial forecasting application which interacts with the Council's Oracle system and enables: * The ability to view GL transactions without additional licence costs * The Software provider to continue to work in partnership with us to develop the software (including but not limited to custom dashboards & reporting etc.) * A connection directly to Power Bi if required * A user-friendly interface for budget managers to view and potentially adjust forecasts * Lower cost than combined Oracle licences for PBCS plus Fusion GL
