Summary of the contracting process

Hampshire County Council commissioned short-term enablement domiciliary care services for people who may have an eligible need under the Care Act 2014. The service provides personal-care packages in individuals’ own homes while they await a Care Act assessment, supporting safe and effective discharge from hospital and working alongside health services where required. Providers must be able to support or administer medication in line with prescribers’ recommendations. The service is not intended for people whose primary need is healthcare or who meet criteria for an established health pathway. This is a health and social care service, classified under CPV 85000000, delivered across Hampshire, including Mid Hampshire, South West Hampshire, South East Hampshire and North Hampshire.

This procurement has been completed and awarded through a selective call-off from the Help 2 Live at Home Framework. The submission deadline was 21 August 2026 at 2pm, and awards were made on 16 September 2026. The contract runs from 30 November 2026 to 29 November 2031. Awards were made separately by area: CM Supported Living Services received £37,689,353 for Lots 1 and 2; Agincare UK Ltd received £31,006,844 for Lots 3 and 7; Apex Prime Care received £16,038,022 for Lot 4; Qualitcare 24-7 received £38,223,954 for Lot 5; and Goodwill and Hope Ltd received £17,641,825 for Lot 6. The overall estimated procurement value was £140,600,000. The opportunity was suitable for SMEs and VCSEs.

This award demonstrates sustained demand from Hampshire County Council for reliable home-care and reablement providers operating across defined geographic areas. Relevant competitors would need an established domiciliary-care operation, suitably trained care staff and the capacity to deliver personal-care packages promptly in people’s homes. Credible providers would also need robust medication-support and administration procedures, safe discharge arrangements and the ability to coordinate effectively with health services and social-care assessment teams. Experience supporting adults with potential Care Act eligible needs, managing changing support requirements and maintaining continuity across a local area would strengthen a future proposition. The successful provider group shows that both specialist regional operators and established SME care businesses can compete for this type of work.
