Summary of the contracting process

The Deputy Director EU/GB Borders tender was initiated by the Defra Network eTendering Portal, which oversees important procurement processes in the UK. This contract falls under the legal advisory and information services category and is focused on ensuring seamless transition and compliance with new import controls post-Brexit. The procurement method employed is a selective process through a call-off from a framework agreement, with a contract value of £76,200, and it commenced on 5th October 2020, scheduled to conclude on 29th January 2021. The tender was officially awarded on 12th November 2020, and the contract encompasses delivery responsibilities across various locations, including the UK, Europe, and British Overseas Territories.

This tender presents significant opportunities for businesses engaged in legal advisory services, particularly those with expertise in regulatory compliance and border control policies. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) organisations may find themselves well-positioned to compete, especially those familiar with the nuances of policy-making within health and welfare. With the complexities surrounding the transition from EU regulations to domestic legislation, firms that can offer innovative solutions and demonstrate a robust understanding of sanitary and phytosanitary checks will be at a distinct advantage.

Notice Title

Deputy Director EU/GB Borders

Notice Description

This is a critical role in delivering the Government's vision for the end of Transition Period from being an EU Member State to a fully independent sovereign state. Government has agreed a phased introduction of new import controls on goods imported from the EU and subject to sanitary and phytosanitary (SPS) checks (animals, plants and their products) during 2021. The level of change required to deliver this regime is extensive - new legislation, infrastructure, specialist border staff, expanded laboratory capacity and IT systems and replacement of EU processes with domestic ones. You will be one of several DDs in the SPS Border and Boundaries Programme which delivers change in the field of animal and plant health controls at the GB or UK border or boundary. It in principle delivers to a scope set by the Policy teams in the Animal and Plant Health and Welfare Directorate. The broad policy framework of what needs to be delivered is agreed so this project is now moving into its delivery phase and this role is increasingly a delivery role. However there will be lots of more minor policy decisions that will require consulting with and influencing the policy sponsors in APHW so an understanding and experience of policy making will be an advantage Additional information: Please note that Defra procurement uses an E-tendering system for Procurement activities. This is currently provided by Bravo Solutions. To access appropriate tendering and contractual documents, please access the E-Tendering portal at https://defra.bravosolution.co.uk", ensuring that your registration includes "Defra".
