Transforming Care for Adults with Learning Disabilities and/or Autism
Notice Description
The North West London Collaboration of Clinical Commissioning Groups (NW London CCGs) are reviewing the current provision of specialist inpatient services for adults with learning disabilities and / or autism who have mental health needs and / or challenging or offending behaviour, with a specific focus on developing local provision to avoid out of area placements. While modelling future capacity requirements is being undertaken, the NW London CCGs wish to invite interest and engagement from existing and potential providers, both from the NHS and the independent sector. This will be to better understand the opportunities and issues associated with developing the provision of services closer to NW London in order to meet the needs of local patients through care and treatment closer to home. This programme of review is being undertaken on behalf of all eight NW London CCGs which are: NHS Brent; NHS Central London; NHS Ealing; NHS Hammersmith & Fulham; NHS Harrow; NHS Hillingdon; NHS Hounslow; and NHS West London CCGs. The scope of review and engagement will include a focus on: Specialist assessment and treatment beds for adults with learning disabilities and / or autism; Locked rehabilitation beds for adults with LD / autism with mental health or challenging behaviour; Locked rehabilitation beds for adults with LD/ autism with forensic needs; Open rehabilitation beds for adults with LD / autism with mental health or challenging behaviour; and Open rehabilitation beds for adults with LD/ autism with forensic needs. Overall, current service provision is in place for approximately 27 LD/ASD inpatient care packages at any given time with an overall contract value in 2018/19 of ~PS10.5m. The intended outcome from this engagement, which may include direct follow-up discussions and potentially provider events, is to inform local NHS commissioning options and intentions. This will include the development of future service specifications, contracting models and payment approaches. Commencing immediately through this Notice, the programme of work will continue through this summer to enable commissioning options to be considered ahead of contract planning for 2020 and beyond. Your participation if these services are of current or future interest to you as an appropriately registered and experienced healthcare provider organisation is therefore important. Further supporting information is attached within a Memorandum of Information (MOI), along with a Market Engagement Questionnaire (MEQ).
