Notice Description

NHS England seeks bids from providers who have the capability to deliver Health Needs Assessments (HNAs) for those in adult secure prisons in Sussex (HMP Lewes and HMP Ford). The Aims and Objectives include: * Background geographical information, including key services, boundaries issues * General demographics of the offender and secure setting populations, with a particular focus on demographics which contribute to vulnerability (mental health, substance misuse, housing, unemployment, learning disability, physical health etc.) * Opportunities to segment the populations of Ford and Lewes in to different potential patient cohorts with shared and differing health needs. * Profile of health service provision in the area that is typically accessed by patients from Sussex adult secure settings including: primary and acute healthcare settings; mental health provision; specialist substance misuse provision. * Views of the service users on the quality and availability of healthcare in Sussex adult secure settings, including experience of assessment and delivery at the point of entry and release planning and management. * Information from HMPPS and other relevant criminal justice agencies on trends in type and volume of offences; typical sentence lengths of the populations at Ford and Lewes, * Identify key relevant strategies that may impact on adult male secure settings populations. * Review and comparison of existing practice (provision of healthcare services in secure settings) regionally and nationally via relevant comparison data sets, for example, Health & Justice Indicators of Performance (HJIPS) data , current provider performance data; relevant available HMPPS data. * Identify best practice and opportunities for development of healthcare provision in Sussex adult secure settings. * Identify gaps in provision and inform future commissioning of services * To investigate the full range of health needs and report on the epidemiology of health problems experienced by the men in both parts of the establishment compared to the general population and compared to offenders in similar establishments, with a specific focus on key health conditions within each prison. This will be determined from the data but likely to include: communicable disease (Sexually Transmitted Illnesses, TB, Hepatitis, and HIV), coronary heart disease and mental health (cross-referencing with sections below). * Broad-ranging involvement of key local stakeholders including Police; Courts; Users; Public Health and Justice department. The NHSE Health and Justice team has the commissioning responsibility for the healthcare services of adults in secure and detained settings. The focus for these HNAs is to outline the area profile of adult secure setting in Sussex in the context of both the local authority and the health landscapes for both adults and young people. Additional information: As a result of the procurement, a single contract will be let to deliver the two HNAs, with a maximum total contract value of PS30,000 including any applicable VAT. This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services. Neither the inclusion of a Bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations.
