Summary of the contracting process

Bury Council is seeking tenders for the "A Bed Every Night (ABEN)" project, which is aimed at providing accommodation and support services for rough sleepers in Bury, North West England. This procurement is classified under social work services and has a total budget of £450,000. The tender period ends on 30th April 2021, with the planned contract commencing on 1st July 2021 and running until 31st March 2022. Notably, there is an option for a contract extension of up to 24 months, contingent on funding and provider performance. Interested parties will need to submit their quotations via The Chest by the specified deadline.

This tender presents significant opportunities for businesses in the social services sector, particularly those focused on accommodation and support for vulnerable populations. Small and medium enterprises (SMEs) and voluntary community and social enterprises (VCSEs) are well-suited to compete, as the tender aims to create a coordinated response to homelessness in the region. Companies that can demonstrate experience in providing similar services and a commitment to supporting rough sleepers' transition to independent living are particularly encouraged to participate.

Notice Title

A Bed Every Night (ABEN)

Notice Description

Bury Council is seeking a provider to provide a Rough Sleepers service that will support rough sleepers to move off the streets in Bury as quickly as possible into appropriate accommodation, either supported or suitable independent accommodation. A Bed Every Night (ABEN) is an Greater Manchester initiative to provide a safe place for rough sleepers to sleep during the night and also access needed support to move on to more permanent forms of accommodation. ABEN forms one part of a series of coordinated approaches including the Rough Sleeper Initiative, Rapid Rehousing Programme, and Housing First pilot, all of which should be delivered with reference to one another and provide options and complementary resources for people who rough sleep. In Bury the service will provide a co-ordinated response to provide accommodation and support on nights between the 1st July 2021 and the 31st March 2022. The service will endeavour to ensure that accommodation is followed up with holistic support enabling individuals to address their needs and obtain and sustain accommodation leading to them becoming independent. The service will operate for 9 months with an option to extend by up to an additional 24 months. Any extension will be dependent upon the continued availability of funding and performance of the Provider during the contract period. The closing time for completed quotation submissions, via The Chest, is 12 noon on Friday 30th April 2021.
