Rochdale Team Around the Young Person Accommodation Model (TAYPAS)
Description: Rochdale Borough Council is seeking to commission a Young People's Supported Accommodation Service based on the Team Around the Young Person (TAYPAS) model using a Competitive Flexible Procedure via Light Touch Regime as per Procurement Act 2023. The service will deliver specialist, psychologically informed supported accommodation for young people aged 18-25 with support needs who are at risk of, or experiencing, homelessness. The provision will deliver 24/7 support and management across our newly developed, purpose-built accommodation of 28 x self-contained units of accommodation. All three sites are council-owned assets, which will remain in Council ownership and be leased to the successful provider. Summary: Rochdale Borough Council is procuring a Young People’s Supported Accommodation Service using the Team Around the Young Person Accommodation Model (TAYPAS). The service is for people aged 18 to 25 who have support needs and are at risk of, or experiencing, homelessness. It will provide specialist, psychologically informed accommodation with 24-hour support and management across three council-owned, purpose-built sites in Rochdale, comprising 28 self-contained units. The successful provider will lease the accommodation from the Council and deliver housing management and person-centred support. The requirement covers supported accommodation, housing services and social work services with accommodation. A separate revenue-funded support contract will support sustainable delivery of the housing and support outcomes.
