Summary of the contracting process

National Highways Limited procured commercial, risk and planning consultancy services for the close-out administration of project supplier contracts. The service covers commercial management, risk management and planning activities across the relevant projects, including the A303 Sparkford to Ilchester and A30 Chiverton to Carland Cross enhancement stages. For utility contracts, the consultant provides equivalent advice and administration directly to the client’s named service manager. Support may also be required on individual projects, including ground investigation contracts, specialist advice contracts and other related packages. The work is delivered in the South West of England and falls within the project management consultancy services category. It concerns professional services rather than construction delivery or the supply of physical goods.

The procurement is complete and was awarded through a selective call-off from a framework agreement. National Highways Limited awarded the contract to Mace Consult Limited on 28 July 2026. The awarded value is £468,777. The contract period runs from 1 July 2026 to 31 March 2028. The tender submission deadline was 26 June 2026 at noon. The requirement was evaluated through the framework call-off process. The award is active, and the procurement covers a single service requirement for project close-out support across National Highways programmes and related contracts. The outcome provides a clear benchmark for the commercial scale and framework route used for this type of consultancy appointment.

This award demonstrates demand from National Highways for multidisciplinary commercial consultancy supporting major road-enhancement projects through close-out. Relevant competitors would need practical capability in commercial contract administration, project risk management and planning, with the ability to advise both project teams and utility service managers. Experience of managing supplier contracts and providing structured support across several projects would be important, as would the capacity to respond to individual requirements such as ground investigation and specialist advice contracts. The requirement is suitable for small and medium-sized enterprises and voluntary, community or social enterprises, although delivery credibility depends on demonstrating appropriate infrastructure, highways, utilities or comparable project experience. Businesses seeking similar work should understand framework call-off procedures and be able to provide dependable, project-by-project consultancy support.
