The tender is now in the planning stage, with an anticipated contract commencement date of 2nd December 2024. The framework is divided into three lots: Minor Ground Works, Culvert and Small Bridge Works, and Culvert and Drainage. Interested businesses can apply for one or more of these lots, with each lot being evaluated separately. The total estimated value of the framework is £3,000,000, contingent on annual funding allocations. The procurement process involves an open procedure and is targeted at SMEs and voluntary, community, and social enterprises. Submissions are due by 23rd September 2024, and the projects span across the region of Oxfordshire, UK.

This tender offers substantial opportunities for businesses specialising in groundworks, culvert and bridge construction, and drainage solutions to expand their portfolio and engage in long-term partnerships with local councils. Such projects can provide steady income streams over multiple years, given the framework's optional three-year extension. SMEs and community-focused enterprises are particularly encouraged to participate, providing an inclusive platform for various business types to showcase their expertise. The framework supports collaborative growth with potential call-offs from Parish, Town, City, and District Councils within Oxfordshire, encouraging a widespread local economic impact.

Notice Title

Lead Local Flood Authority Drainage and Minor Ground Works Framework

Notice Description

Oxfordshire County Council (OCC) is designated a Lead Local Flood Authority (LLFA) under the Flood and Water Management Act, 2010. As such it has powers and duties relating to "local" sources of flooding, these are flooding from surface water, ordinary watercourses and groundwater. The Flood Risk Management (FRM) Team (with the Planning, Environment and Circular Economy Directorate) carries out these functions within OCC, working in partnership with the district and city councils alongside others. This Framework will be utilised by OCC as the contracting authority, but Parish, Town, City and District Council's within Oxfordshire will also be able to call off from the Framework with prior agreement and arrangement from OCC. Tenderers are invited to tender for the provision of the Services described at Appendix 1 Specification for a term of 3 years with an option for the Council to extend for up to 3 years, anticipated to commence on 2nd December 2024. This Tender is divided into Lots: * Lot 1: Minor Ground Works * Lot 2: Culvert and Small Bridge Works * Lot 3: Culvert and Drainage Tenderers may apply for one or more Lots. Lots will be evaluated independently of one another, and Tenderers will receive one score for each Lot they apply for. Each Lot represents one contract. The Lead Local Flood Authority team have been allocated PS500,000 for projects this financial year. We hope to have similar allocations in future years which is how we have calculated the potential value of the framework, but this is subject to annual funding allocations as part of the Oxfordshire County Council budget. In 2024/25 a large part of the Lead Local Flood Authority funding for projects is being allocated to parish councils and other organisations to undertake projects, as such the number of projects and value of the framework will be limited between the award date (please see tender pack) and the start of the 2025/26 financial year (April 2025), when we expect to have more projects to award through the framework. The Procurement Act 2023 is expected to go live on 28 October 2024. If your business supplies goods, works or services to the public sector - or will do in future, then there are some changes you should be aware of. Soon there will be a central digital platform for all businesses to register and store details on and use for multiple bids, and view all public sector opportunities in one place.
