Summary of the contracting process

Barrow in Furness Borough Council is currently undertaking an open tender process for the provision of Landscape Architect Services as part of the High Street Heritage Action Zone initiative. The project, titled "High Street Heritage Action Zone Landscape Architect Services - Public Realm," aims to enhance the historic Duke Street in Barrow in Furness, with a focus on public realm improvements funded by a £1.1 million allocation from Historic England. The tender period concludes on 4th March 2021, with the contract scheduled to commence on 10th March 2021 and run until 1st November 2021. This procurement falls under the services category, specifically within landscaping work and architectural, construction, engineering, and inspection services.

This opportunity presents significant prospects for businesses specialising in landscaping and architectural services, especially those that can demonstrate experience in historical restoration or public space enhancement. The geographical focus on Central Barrow, combined with funding of approximately £500,000 for public realm improvements, makes it particularly suited for small and medium enterprises (SMEs) that wish to expand their portfolio in urban regeneration and community-focused projects. Companies interested in contributing to the revitalisation of high streets may find this tender a valuable avenue for growth.

Notice Title

High Street Heritage Action Zone Landscape Architect Services - Public Realm

Notice Description

OVERVIEW Barrow Borough Council has secured PS1.1m in funding through Historic England's High Street Heritage Action Zone (HSHAZ) programme to support the regeneration of the historic Duke Street, Barrow in Furness, as one of 14 historic high streets across the North West to receive this funding. The project, called Re:discover Barrow, will include physical improvements to properties via a third party grant scheme, enhancements to public realm and delivery of cultural activities to regenerate and restore local historic character and encourage people to learn about the history of Duke Street and the wider area. The programme will also aim to show the importance of protecting and enhancing Barrow's rich heritage. It is hoped that this activity will support establishing and sustaining a new offer on Duke Street and within the surrounding area as retail led high streets become less viable. A key part of the Re:discover Barrow project is to deliver a series of public realm improvements within the area as defined in the attached plan. The improvements include making the space immediately behind the Town Hall more usable for events and activities and to improve / create a number of public spaces along the High Street through the use of both permanent and regular 'pop up' public realm. The funding allocation to the public realm improvements is circa PS500,000.00. Maps showing the boundary of the HSHAZ and its location within Central Barrow Conservation Area can be found in Appendix 1. Additional information: All expressions of interest are to be made via the Chest, once this has been achieved access to the documents will be granted.
