Summary of the contracting process

NWL0024 Stroke Support Services - Harrow

Notice Description

NWL CCG, requires a Harrow based support service for stroke survivors, their families and their carers to support them in the period of their lives following their acute rehabilitation to ensure that their needs are met and to enhance their quality of life. The service provides stroke survivors, their families and carers with high quality information, emotional support, assessment and practical assistance in the aftermath of a stroke to help minimise the risk of another stroke. Specific details of the service are as follows: -It supports stroke survivors, their families and carers in their recovery from the acute setting back to their home or community and into the longer term. -Every individual is offered an initial needs assessment either face to face or via telephone. -Follow on support and regular review is offered on a needs led basis. -The service bridges the gap between acute care and reintegration into the community, helping service users to navigate services available, receive support to access these services, and regain independence. -It offers prevention information for primary and secondary strokes. The CCG has recently awarded a contract to the Stroke Association to enable the Stroke Association to continue to provide the above service. The term of this contract is 18 months, 1st October 2021 - 31st March 2023 (value: PS79,000.00), during which time, the CCG will assess the needs of the service users and consider how (if relevant) it needs to: -Secure the needs of the people who use the services; -Improve the quality of the services; and -Improve the efficiency in the provision of the services including through the services being provided in an integrated way. NWL CCG is currently of the view that the services described above are capable of being provided only by the Stroke Association to service users in Harrow due to the fact that the Stroke Association focuses exclusively on stroke and provides a wide range of services to meet the needs of stroke survivors and carers. Stroke Association funds research into stroke prevention, treatment and after-care in the UK and findings from the research are crucial in the search for new ways towards prevention, improving existing treatments, and understand how the brain works and changes after a stroke. If it is the case that the Stroke Association is the only provider capable of delivering the services described above, then the CCG will look to award a further contract to the Service Association for up to 3 years starting 1. April 2023. The purpose of this notice is to be transparent about the CCG's intentions and to invite anyone interested in delivering the services described above (either on their own or by integrating with other services) to contact us by 1st March 2022. During 2022, it is anticipated that NWL CCG will be succeeded by an Integrated Care Board (ICB). Any future contract and/or procurement opportunity may therefore be in the name of the ICB.
