Notice Description

The research objectives for this project are as follows: a) To assess the extent to which the current DDRB pay comparability methodology (as devised by PA Consulting Group in 2008/9) remains fit for purpose and, where it does not, to suggest a revised, evidence-based and robust methodology. In particular, to evaluate the appropriateness for future use of the existing: 'anchor points' (clearly identified levels within a career path that can be 'anchored' against the external market). See paragraph 10 for the list of roles. professions to use as comparators (bearing in mind comparable job weight, competency profiles, access to and operation of performance pay, likelihood of progression, actual entry into / exit routes from the medical profession, doctors' and dentists' university peer groups' chosen professions) robust market data sources, where feasible not tied to a single supplier, and specific details of precisely what should be requested (responsibility levels including how these match to the NHS roles, mean, median and quartiles of basic pay, total cash, total reward etc) and typical costs. [We would not expect the contractor to purchase the data themselves, but do expect them to recommend available data sources and where possible indicative costs]. b) To identify, for the first time, appropriate pay comparators for primary care doctors (salaried and GPs), and performer-only and provider-performer NHS dentists. Primary care doctors and dentists are either salaried (and have the status of an employee), or else own or are partners in an independent business practice and as such are self-employed. Objective b) therefore includes the identification of appropriate pay comparators for a salaried GP, a salaried dentist (known as a 'performer-only' in England ), a GP partner (known as a 'contractor GP' in England) and a dentist partner (known as a 'providing-performer' in England). This will require considering comparable careers and then identifying specific roles within them that match the responsibilities of a high-street doctor/dentist. We would expect the contractor to find appropriate 'anchor points' and comparators for the following NHS roles: * Junior Doctor (at various stages of training) - under the new contract being implemented in England, as well as the existing UK-wide contract * Consultant * Speciality Doctor * Associate Specialist * General Practitioner - Contractor [NEW] * General Practitioner - Salaried [NEW] * Dentist - Providing-Performer [NEW] * Dentist - Performer Only [NEW]
