Summary of the contracting process

The Department of Health and Social Care (DHSC) has successfully completed the award phase for the "Project wings legal services" tender, aimed at exploring the feasibility of new Public-Private Partnership (PPP) models for health infrastructure projects. The procurement, valued at £3 million, involved a selective procurement method involving a call-off from a framework agreement. The tender, classified under legal services, commenced on 10th June 2025 and will run until 1st November 2027. The project encompasses locations including the British Overseas Territories, the Channel Islands, Europe, the Isle of Man, and the United Kingdom, with a primary address at Victoria Street, London. The industry category is driven by legal services, focusing on intricate areas such as financial modelling, PPP model design, and contractual documentation.

This tender represents a significant opportunity for businesses specialising in legal services, particularly those with expertise in infrastructure, public procurement, and financial modelling. While it is primarily suited for large-scale legal service providers, the project's scope in exploring PPP models could enable growth through long-term partnerships in government-led infrastructure projects. Businesses with a strong foothold in legal frameworks and a strategic interest in health sector innovations stand to benefit considerably from successful engagement in this venture.

Notice Title

DHSC: Project wings legal services

Notice Description

The 10 Year Infrastructure Plan published by HMT stated that the government will explore the feasibility of using new PPP models for taxpayer-funded projects in very limited circumstances where they could represent value for money, including in certain types of primary and community health infrastructure. This contract will support DHSC, who are working with NISTA, to carry out this feasibility analysis and develop the business case and implementation plan for this work. This work is split into a number of phases, depending on decisions on whether to proceed at each point, for the development of the business case as well as support in areas such as market engagement, financial modelling, PPP model design and contractual documentation, delivery approach and, potentially, supporting through the procurement
