Market Engagement Notice Home Based Care and Support Services bring together services that will help to deliver the principles laid out in the Care Act 2014: - To prevent, delay or reduce the development of people's social care needs, so far as possible - To work in an integrated, person-centred way, with all other support agencies including those in the voluntary and community sector. Services are currently separate and are delivered through two main elements: short term reablement services and longer-term services for which people require an eligibility assessment. The short term reablement services focus on avoidance or delay of the need for longer term home care services through targeted interventions to maximise independence, supporting people through short term crisis and providing more accurate assessments of need to inform any care planning for longer term services, if required. Home Care addresses the needs of people who require ongoing support and services and enables people to continue to live independently in their own home for as long as possible. Unlike reablement people can chose to take their personal budget as a direct payment enabling them to purchase their care directly from a home care agency. Westminster City Council and the Royal Borough of Kensington and Chelsea (operating under a Bi-Borough agreement) are inviting homecare and reablement service providers to attend a market engagement event on Monday 5th November 2019 at The Small Hall, Kensington Town Hall, Hornton Street, London, W8 7NX from 1.00pm to 4.00pm, with registration and coffee from 12.30pm. We are currently reviewing our homecare and reablement services and the purpose of the pre-procurement market engagement process is to enable interested providers to engage with the Councils to: - understand the current market position, challenges and opportunities - help shape the future model in the context of greater personalisation - identify support providers might need to review and revise their current operating models Participation in this market engagement activity does not constitute a call for competition to procure any services, supplies or works for the Council and the Council is not bound to accept any proposals offered. The Council is not liable for any costs, fees or expenses incurred by any party participating in this event. Any procurement of any services, supplies or works by the Council in due course will be carried out strictly in accordance with the provisions in the UK and EU Procurement Regulations.
