ICF portfolio-level Monitoring, Evaluation and Learning (MEL)
Notice Description
To achieve transformational change in mitigating and adapting to climate change in developing countries, we must maximise the impact and value-for-money of ICF programmes. To understand how to do this requires integrated and strategic portfolio-level MEL. The programme includes several activities proposed jointly by advisers in FCDO, DESNZ, and Defra. This includes updating and improving the ICF monitoring framework (data, thematic analysis, utility) inline with current and emerging UK strategic priorities, international best practice, accessibility standards, and data initiatives. Strategic evidence, including production of an evidence database and evidence gap maps, as well as conducting thematic and long-term evaluations of historic ICF interventions is required to ensure the right evidence is available for decision making. The programme seeks to build and embed an integrated ICF learning system and culture, to enable timely, systematic, and quick learning across the portfolio.
