Summary of the contracting process

The Greater Manchester Combined Authority commissioned client-side project management and quantity surveying support for a refreshed TDC facility, to inform and deliver Greater Manchester Fire and Rescue Service’s long-term estate requirements. The project management role covers feasibility, concept development, procurement and construction, coordinating the delivery team and managing the principal contractor and construction contracts. The quantity surveying work covers cost planning, tender management, contract administration, financial reporting, procurement advice and variation monitoring. The services also support staff consultation with finance and operations teams on design and project requirements. Delivery is in the North West of England. The supplier’s role is advisory: reporting, advising and recommending in the client’s interests.

The procurement is complete and the contract was awarded to Constellia Public Limited on 28 April 2026 for £77,480.77. Services were subcontracted to Cowburn Watson-Box. The contract period runs from 1 March 2026 to 31 October 2027. The requirement was treated as services and called off from a framework agreement through a selective process, with a direct appointment under the AEC Call-off Agreement for Services. The competition deadline was 24 February 2026. The published information does not set out separate lots or specific evaluation criteria. The opportunity was identified as suitable for small and medium-sized businesses and voluntary, community and social enterprises.

This award demonstrates demand from the Greater Manchester Combined Authority for integrated client-side project management and quantity surveying on fire and rescue estate projects. A credible competitor for a future requirement would need to manage a project from feasibility through design development, procurement and construction, coordinate architects and other specialists, oversee principal contractors and construction contracts, and provide independent advice to the client. Strong cost planning, tender management, contract administration, variation control and clear financial reporting are central capabilities. Suppliers also need to work effectively with finance and operational teams and support staff consultation on design and project requirements. The appointment was made through a framework call-off, so relevant framework access and the ability to deliver through subcontractors are commercially pertinent. The award shows a modest, defined support commission rather than a construction delivery contract.

Notice Description

The project involves the reviewing the feasibility, planning, coordination and delivery of a refreshed TDC facility to support GMFRS's long-term estate requirements. The PM will act as a client-side representative. Their role is to project manage the full life cycle - covering feasibility, concept development, procurement, PCSA, gateway stages, and managing service expectations. They will coordinate the appointed delivery team (including PD, architects, design, and QS) manage the Principal Contractor and oversee construction contracts. Their role is strictly to report, advise, and recommend. Alongside this, they will work closely with Finance and Ops to support staff consultations relevant to both design and project requirements. On the QS side, their client-side services will include cost planning, management of tender processes, contract administration, and regular reporting on financial status throughout the project. They will also advise on procurement strategy, monitor variations, and ensure the project stays within budget, acting in the best interests of the client at all times.
