Summary of the contracting process

The Department for Business, Energy & Industrial Strategy is planning a tender for the "Inefficient Vehicles Export Research Project." This research project aims to investigate the UK's involvement in exporting inefficient second-hand vehicles to ODA countries. The project involves conducting a port study on 500-1000 vehicles, testing around 150 of them for irregularities such as missing catalytic converters, and comparing data with the DVLA database. The tender has a value of £70,000, and the deadline for submitting future notices is 30th January 2023. The contract period is scheduled from 3rd April 2023 to 31st July 2023.

This tender by the Department for Business, Energy & Industrial Strategy presents an opportunity for businesses involved in research services and foreign economic-aid-related services. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are encouraged to participate. The project is suited for organisations interested in environmental research and international development. Businesses with expertise in automotive industry regulations and emissions standards may find this tender particularly relevant for their growth and business expansion.

Notice Title

Inefficient Vehicles Export Research Project

Notice Description

BEIS would like to commission an external organisation to conduct research into the UK's contribution to the dumping of inefficient 2nd hand vehicles in ODA countries. This research will consist of a port study to record the VIN and Reg numbers of between 500-1000 vehicles and test a smaller number (around 150) for irregularities and the general state of the car at export, looking for vital missing parts which affect the efficiency and safety such as missing catalytic converters. BEIS will use the reg numbers from all the cars gathered at port (whether tested or just reg/vin noted) to compare with the DVLA database on road worthiness, age and standard during it's last MOT inspection. BEIS would then require a short report of the findings. Further detail regarding an early market engagement session held in January to be announced.
