Highways England Vehicle Recovery Contract (2020 - 2027)
Notice Description
This renewal contract is primarily to provide Highways England with a statutory removal service for the removal of accident damaged, broken down or abandoned vehicles from the strategic road network (SRN) in England. Removals are focused on those parts of the strategic road network patrolled by the Traffic Officer Service, who have the powers sanctioned within the Removal and Disposal of Vehicles (Traffic Officers) (England) Regulations 2008 to effect statutory removals. The appointed contractor will be responsible for the recovery of statutory charges for Highways England from those vehicles removed in accordance with the Removal, Storage and Disposal of Vehicles (Prescribed Sums and Charges) Regulations 2008. Highways England will use income recovered from statutory charges (less a deduction to fund its own internal administration costs) to pay the appointed contractor, so that this statutory removal service is self-funding. It is envisaged that the volume of removals could be around 15,000 vehicles per annum. . This contract will also allow Highways England to pre-position recovery vehicles for operation as required to enhance the carriageway clearance abilities of the Traffic Officer Service (TOS). Highways England will fund such pre-positioning and clearance service on an 'as required' basis (this fee is not recoverable via the statutory removal scheme).
