Summary of the contracting process

The Dudley Metropolitan Borough Council is currently in the tender stage for the "Specialist Primary SEMH base service". This procurement focuses on the education sector, particularly addressing the need for suitable school placements for children with Special Educational Needs and Disabilities (SEND) in Dudley Borough, located in the West Midlands. The tender period is open until 8th July 2021, with the contract scheduled to commence on 1st September 2021 and end on 31st August 2024. The procurement will be conducted via an open process, meeting the statutory duties related to SEND provision, to establish a 12-place primary SEMH base within a mainstream academy or school.

This tender presents significant opportunities for businesses involved in education and special needs services, particularly those capable of providing tailored educational programmes and support for children with Social, Emotional and Mental Health needs. Companies that can demonstrate expertise in SEND, educational services, or curriculum development will be well-positioned to compete. As the contract is based in a public sector context, it may favour larger organisations that have experience working with local councils, though innovative and effective smaller providers could also find a niche in this area.

Notice Title

Specialist Primary SEMH base service

Notice Description

The Council has a statutory duty to ensure there are sufficient school places for all Dudley children and young people. To meet this duty, we need to ensure sufficient school places are provided to meet local need, including for children and young people with Special Educational Needs and Disabilities (SEND). As part of meeting the council's sufficiency requirements and ensuring appropriate provision, the Council currently provide and/or commission a number of specialist base provisions. These are settings within mainstream primary and secondary schools that offer a specialist and tailored curriculum to children with SEND. Our data and demographic trends indicate particular need to develop the continuum of provision for children and young people with Social, Emotional and Mental Health needs. The Council is seeking to procure a 12 place primary SEMH base within a mainstream school or academy within Dudley Borough. It is anticipated that this will be a recurring contract but will be commissioned for two years initially pending further review activity that is taking place in respect of SEND provision as part of the Council's SEND improvement journey.
