Summary of the contracting process

Natural England has completed the procurement process for a 6-tonne excavator with a tree shear, as part of efforts to enhance habitat management in Goss Moor National Nature Reserve (NNR). This tender, classified under vehicle-fleet-support services (CPV: 50111110), supports the restoration of the Site of Special Scientific Interest (SSSI) by allowing direct scrub clearance to protect rare species like the Marsh Fritillary butterfly. The procurement was conducted using a selective method through a call-off from a framework agreement, with a total contract value of £75,423.50. The award was made to Lister Wilder on 5 January 2026, with the contract period set from 20 January 2026 to 19 July 2026.

This tender presents significant business growth opportunities, especially for suppliers specialising in heavy machinery and vehicle support services suited for ecological and conservation projects. Companies with expertise in producing or supplying environmental management equipment, particularly those that can offer sustainable and cost-effective solutions for government conservation efforts, would find such tenders highly suitable. The focus on enabling direct in-house habitat restoration by Natural England suggests a continuing demand for innovative machinery in the conservation domain, presenting a lucrative market for future suppliers.

Notice Title

6-Tonne Excavator and Tree Shear for NE Goss Moor NNR

Notice Description

This procurement is for the purchase of a 6-Tonne excavator equipped with a tree shear for use by Natural England. Large areas of the Moors, designated as a Site of Special Scientific Interest (SSSI), are currently in an unfavourable condition due to extensive scrub encroachment that has developed over several decades. This scrub growth has reduced the availability of suitable breeding habitat and created barriers to ecological connectivity for rare species, including the Marsh Fritillary butterfly, which is a key feature of the SSSI. At present, scrub management is undertaken by external contractors. This approach is costly, time-consuming to arrange, and does not provide a sustainable long-term solution for ongoing habitat management. The purchase of a 360-degree excavator with a tree shear will enable the National Nature Reserve (NNR) team to carry out scrub clearance directly. This will provide a more cost-effective and efficient approach, allowing work to be undertaken sensitively, responsively, and within appropriate ecological windows. Importantly, it will establish a sustainable, long-term capability for scrub management, supporting habitat restoration and the conservation of rare and protected species.
