Whistle-blower System S5 of the National Digital Platform (PDN)
Notice Description
DEADLINE TO SUBMIT PROPOSALS HAS BEEN EXTENDED TO MONDAY, SEPTEMBER 27, 2021- 23:59HRS (MEXICO CITY TIME) REGION - Latin America (Mexico) The Foreign, Commonwealth, and Development Office (the Authority), represented by the British Embassy in Mexico City, seeks to appoint one Service Supplier to provide technical support to the Executive Secretariat of the National Anti-Corruption System (SESNA) for the development of the Whistle-blower System (S5). The supplier will work on the conceptualization and development of the form (first phase) that will be required to file a complaint for administrative offenses and acts of corruption. The system should simplify the presentation, processing and follow-up by the complainants, and generate relevant information for the National Anticorruption System. The work will be undertaken under the supervision of the Anti-Corruption, Digitalisation and Competition Policy Unit at the British Embassy in Mexico City, and the SESNA technical team, through regular planning and review meetings with the delivery partner to ensure that the work plans align with the Programme's vision and objectives, and review progress against these. The meetings may be remote or face-to-face, on a case by case scheme Active knowledge transfer is a deliverable to occur between the technical specialist and the Executive Secretariat of the National Anti-Corruption System (SESNA). The primary beneficiary of this project will be SESNA, as well as all the users of the PDN, which include citizens and civil servants. OBJECTIVE To create an Information System for the reception, transfer and follow-up of public complaints of administrative misconduct and acts of corruption. The system will be the only channel for the National Digital Platform to receive these types of complaints. Please submit your application by filling the documents required including and send them via e-mail to: Mexico.Political@fco.gov.uk It is important to fill out the Request For Quotation Form in its entirety, including Pricing Sheet. FCDO Terms & Conditions, Statement of Service Requirement (Terms of Reference), and Evaluation Criteria are attached seperately as PDF files. Consider that any email cannot exceed a maximum size limit of 10MB. If you are scanning documents - please save as PDF and 200pp resolution, please only use a higher resolution if the original scanned document isn't legible. Additional information: Answers to General Questions: 1. Regarding times and dates: All times and dates refer to Mexico City time. We encourage the interested providers to have an agenda compatible with working hours in Mexico City. 2. Submitting bid/application as natural person: Applications as a natural person, legal entity/person are wellcome. All interested persons must meet the general & technical qualifications described in the tender, as well as be in compliance with local tax requirements of the region where work will be conducted. 3. Signing Bona Fide Certificate and electronic signatures: Electronic signatures are accepted for submissions of tenders and bona fide certification. You may use Adobe PDF format for signatures and include as attachments when completing submission. 4. FCDO Terms & Conditions (Short Contract) and annexes: This Document is shared for referece purposes and serves as a general template for contract signing. Annexes will be selected and added to contract by the Authority once a provider is appointed. 5. Methodology and gender strategy: This should be included in the Action Plan or strategy provided by the interested applicant. Detailed requirement will be discussed with appointed Supplier.
