The study should consider the impact of improvement, where possible in financial terms, to the services on - * The value placed on their well-being by at-risk individuals; * The value placed by commercial care service providers on the well-being of their at-risk individuals; * The reduction in burden to public sector health care professionals (volume of hospital admissions, ambulance services, out-of-hours services, GP visits and consultations etc); * The national 'value of life';
