Notice Description

The MoJ are currently investigating their market options at this time and inviting both installers of Distributed Antenna Systems (DAS) and DAS / Security equipment manufacturers to enter into pre-market engagement dialogue with the Authority for us to understand viable future opportunities, market dynamics and market installation capability for mobile phone disruption. It is anticipated that the framework will be let for a duration of 10 years in total with a 4 years supply element and remaining period support. At this stage of proceedings the award will be made to either a single or multiple economic operators, who may be may be required to take responsibility for certain or all aspects of the project delivery or collaborate with one another (if required) to provide design, supply, installation and maintenance services with a clear set of responsibilities between the parties. Our final approach to the market will be decided following our market engagement exercise. Ministry of Justice Equipment Expectations Prospective bidders should take note that the MoJ is only looking for innovative technology solutions and that traditional white noise cell jamming, or mobile phone detection solutions will not form part of these requirements moving forward. Bidders will also be required to have a clear track record of direct technical experience relating to their elements. This exercise shall be conducted under a formal Confidentiality Agreement between the MoJ and potential Bidder in relation to any technology discussions or supplier's equipment offerings, including at any pre-market engagement meetings. No further information will be communicated prior to the pre-market engagement event. Pre-Market Engagement The Ministry of Justice will carry out individual pre-market engagement meetings in due course. Dates and times will be decided when the level of market capability is more defined. In the interim expressions of interest shall be recorded on file. Prospective Bidders are invited to attend individual meetings either by telephone conference or secure video chat at this time. Further details will be provided to interested parties following registration of their interest and in due course. Prospective Bidders are to be made aware that head end equipment conformity and effectiveness testing will form a major part of the future evaluation process, which will mean that any Bidders must ensure that equipment must be made available for testing in the UK.
