Notice Description

This Invitation to Participate ("ITP") has been issued by the ORE Catapult as part of a competitive procurement exercise in accordance with the "Competitive procedure with Negotiation" for tendering under the Public Contracts Regulations 2015 (as amended from time to time). The ORE Catapult currently operate its test facilities in Blyth, Northumberland which test and validate new renewable technologies. The ORE Catapult plan to upgrade the cooling and ventilation capability of its 15MW Drivetrain test hall (the "Test Hall") to manage heat losses observed during testing. The cooling and ventilation system will require upgrades to air and process water systems. The ITP details the minimum requirements for the Design, Supply, Delivery, Installation, Test and Commissioning of a Cooling & Ventilation System (the "Service"), using the Model Form of Contract ("MF1"). For the avoidance of doubt, this procurement exercise will NOT be broken down into separate Lots. It is the ORE Catapults intention to award this Contract to a single supplier. The ORE Catapult is prepared to consider alternative purchasing solutions, which may include but not limited to the following: The outright purchase of complete permanent upgrade to its existing system; Hire for 4 years; Lease to buy over 4 years. The ORE Catapult do not wish to restrict the method of achieving the required system performance and would consider any proposed solution for which the performance shall be demonstrated and maintained by the Contractor. Notwithstanding the minimum requirements scope of work, the ORE Catapult reserve the right to evaluate and accept improvements / upgrades / modifications of the Service where such future Variation enhances the performance. All Variations shall be carried out utilising the ORE Catapult Contract Change Note process. NB: The minimum requirements and the award criteria shall not be subject to negotiation. The "competitive procedures with negotiation" may take place in successive stages in order to reduce the number of tenders to be negotiated by applying the award criteria specified in the evaluation criteria as published in the ITP document. The ORE Catapult reserve the right to award the contract on the basis of the initial tenders without negotiation.
