Summary of the contracting process

The public procurement process pertains to the design, construction, and pre-deployment testing of a seabed CO2 gas pipe positioning rig as part of the EU Horizon 2020 project focused on environmental monitoring of marine carbon capture and storage (STEMM-CCS). The procurement is being managed by UK Shared Business Services Limited, with a contract value of £462,200. The tender period ended on 7th February 2018, marking the conclusion of the bid submission phase, while the contract period is set from 1st March 2018 to 31st December 2018. This project falls under the classification of unmanned underwater vehicles and additional subsea equipment, located in the North Sea at approximately 120 metres depth.

This tender presents significant opportunities for businesses, especially small and medium-sized enterprises (SMEs) engaged in marine engineering, environmental technology, or subsea equipment production. Suppliers capable of providing innovative design solutions and construction capabilities for underwater equipment will find this contract particularly appealing. Companies that are experienced in compliance with EU environmental regulations and those equipped to undertake specialised underwater operations are well-suited to compete for this contract and potentially expand their market presence through successful engagement in significant research projects.

Notice Description

CLOSING TIME FOR BIDS IS 07/02/2018 14:00 HOURS. DO NOT APPLY DIRECTLY TO THE BUYER. To express your interest in this opportunity email ExpressionOfInterest@crowncommercial.gov.uk. To register on our e-sourcing portal click on https://gpsesourcing.cabinetoffice.gov.uk and follow the link "Register for CCS eSourcing" Please disregard any content in this notice that requests your organisation "to apply directly to the buyer" as this unfortunately a system generated error, that is outside of the Contracting Authorities control Please see attached for the full scope of works. The contract will be awarded based on the criteria set out on the sourcing documents. Tenders are invited for the design, construction and pre-deployment testing of a rig that can be deployed from a research vessel to the seabed in c.120 m depth in the North Sea. The rig will form part of a suite of instrumentation required to support the EU Horizon 2020 project "Strategies for Environmental Monitoring of Marine Carbon Capture and Storage" (STEMM-CCS) that is to be carried out in the North Sea during 2017 to 2019, and will specifically enable the controlled release of CO2 gas from a point 3 m below the seabed. The purpose of the rig is to carry to the seabed, and then to position, a pipe or similar gas conduit within the seabed sediment with its outlet end at a position approximately 3 m below the seabed and oriented in a generally upward attitude. The inlet end will remain approximately 0.5 m above the seabed and at least 7 m distant from the buried outlet end. The lowest point of the pipe will be no less than 1 m below the outlet end (see figure 1). This is to ensure that the CO2 gas released from the outlet end will permeate upwards through the sediment and cannot track back along the path of the pipe. Additional information: DO NOT APPLY DIRECTLY TO THE BUYER CLOSING TIME FOR BIDS IS 07/02/2018 14:00 HOURS.
