The contract will be awarded based on the criteria set out on the sourcing documents. Tenders are invited for the design, construction and pre-deployment testing of a rig that can be deployed from a research vessel to the seabed in c.120 m depth in the North Sea. The rig will form part of a suite of instrumentation required to support the EU Horizon 2020 project "Strategies for Environmental Monitoring of Marine Carbon Capture and Storage" (STEMM-CCS) that is to be carried out in the North Sea during 2017 to 2019, and will specifically enable the controlled release of CO2 gas from a point 3 m below the seabed. The purpose of the rig is to carry to the seabed, and then to position, a pipe or similar gas conduit within the seabed sediment with its outlet end at a position approximately 3 m below the seabed and oriented in a generally upward attitude. The inlet end will remain approximately 0.5 m above the seabed and at least 7 m distant from the buried outlet end. The lowest point of the pipe will be no less than 1 m below the outlet end (see figure 1). This is to ensure that the CO2 gas released from the outlet end will permeate upwards through the sediment and cannot track back along the path of the pipe. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpssourcing.cabinetoffice.gov.uk by following the link "Register for CCS eSourcing". Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation you are registering, who will be entering into a contract if invited to do so. Once you have registered on the eSourcing Suite, a registered user can express an interest for a specific procurement. This is done by emailing ExpressionOfInterest@crowncommercial.gov.uk. Your email must clearly state: the name and reference for the procurement you wish to register for; the name of the registered Bidder; and the name and contact details for the registered individual sending the email. Crown Commercial Service will process the email and then enable the bidder to access the procurement online via the e-Sourcing Suite. The registered user will receive a notification email to alert them once this has been done. The Sourcing documents can then be assessed on the eSourcing Suite at: https://gpsesourcing.cabinetoffice.gov.uk using the instructions detailed in the Specification documents with Contracts Finder.
