Summary of the contracting process

Billing Parish Council procured two bespoke timber buildings for the Bernard Weston Pavilion, Penfold Lane, Great Billing, Northampton. The works comprised an insulated garden workshop measuring 6m by 4m internally, suitable for year-round use, and a garden machinery storage building measuring 8m by 4.5m. The storage building is intended for landscaping equipment, including machinery weighing up to two tonnes. The appointed contractor was responsible for final design confirmation, manufacture and supply in kit form, delivery, site attendance, drawings, certifications and warranties. The buildings are timber-frame prefabricated structures, with associated insulation, cladding, roofing, flooring, security, lighting, power, ventilation and drainage requirements. The procurement was categorised as works for prefabricated buildings and delivery was at the pavilion site in Great Billing, Northampton.

The procurement has been completed and awarded following an open procedure below the threshold. Tenders were due by noon on 12 June 2026, and the award was made to Future Rooms on 15 July 2026. The awarded value was £43,024.80 including the stated contract value currency of GBP. The awarded contract period runs from 15 July 2026 to 1 October 2026. The tender required a mandatory site visit, with non-attendance making a submission non-compliant. Bids had to include drawings, an itemised price breakdown, VAT status, a proposed programme and warranty details. Evaluation was against the requirements for the complete design, manufacture, delivery and associated compliance documentation. The contract was not divided into lots.

This award indicates demand from Billing Parish Council for small-scale, bespoke timber buildings combining design, manufacture and installation logistics. A credible future supplier would need experience producing insulated timber-frame buildings and practical storage structures, preferably in kit form, with the capacity to coordinate site attendance, confirm designs and deliver to a constrained public-sector site. Technical capability should cover C24 timber, treated external and internal timber, cedar or composite cladding, breathable membranes, EPDM or equivalent roofing, insulation, secure doors and windows, heavy-duty flooring, drainage and electrical installations. Competitors would also need to provide clear drawings, itemised pricing, programmes, warranties and stated construction assumptions. Evidence of compliance with BS 8417, BS 7671, Part P and Building Regulations would strengthen a future response, as would reliable delivery and aftercare arrangements.
