Summary of the contracting process

Medway Council is initiating a tender for "The Provision of the Medway Housing First Service" aimed at providing supported housing for vulnerable rough sleepers in Medway, located in the South East of England. The procurement process is currently in the active tender stage, with submissions due by 20 May 2019. The total value of the contract is £79,000, and the service is classified under social work services. The contract period is set to commence on 1 July 2019 and will run until 1 July 2020. This tender follows an open procurement method and aims to engage providers that can demonstrate robust engagement strategies and innovation in service delivery.

This tender presents an excellent opportunity for small and medium-sized enterprises (SMEs) and voluntary and community sector enterprises (VCSEs) that specialise in social work and support services. Businesses with experience in providing housing support, working with vulnerable populations, and collaboration with statutory and voluntary agencies will find this opportunity well-suited to their capabilities. Companies that can offer creative solutions or innovative approaches to engaging rough sleepers and facilitating their transition into stable housing will have a competitive edge in this tender process.

Notice Title

THE PROVISION OF THE MEDWAY HOUSING FIRST SERVICE

Notice Description

Medway Council wants a Medway Housing First service to provide an intensively supported housing option for the most vulnerable rough sleepers in Medway. The service will need to provide support to former rough sleepers as they become established in their own tenancy. The overall aim is to impact positively on the number of rough sleepers on the streets of Medway who are not able to make use of widely available routes into accommodation, and who have not been able to access supported accommodation and sustain this accommodation. The only stipulation placed on people receiving the service is that they must want to have their own accommodation and understand the responsibilities that this entails. The service must therefore include methods of supporting people who may be reluctant to accept help. This will require very robust engagement strategies from the provider, who will need to work in close partnership with other statutory and voluntary agencies as applicable, and also need to make sure that relationships with neighbours are managed effectively. Additional elements, such as the inclusion of peer supporters or volunteers would be welcomed, as well as any ideas for innovation in the provision of the service or sourcing of accommodation.
