Notice Description

NHS Arden and Greater East Midlands Commissioning Support Unit (AG CSU), is conducting this procurement exercise on behalf of the Commissioners, West Leicestershire Clinical Commissioning Group (CCG), East Leicestershire and Rutland CCG and Leicester City CCG, to seek suitably qualified and experienced providers to deliver a Promoting Resilience Programme in Leicester, Leicestershire and Rutland. The objectives of this project are to promote good emotional health and resilience for all children, young people and their families. With a focus on preventing the occurrence of mental health problems, the resilience work stream will complement other work stream areas, working towards timely access to appropriate services, including Early Help and specialist mental health care. The service will include delivering a public health campaign on mental health and resilience. A key element of this will be to form partnerships with education providers to develop and deliver age appropriate education on mental health problems. The approach will create a range of ways for children, young people and carers to find out about mental health and the range of services that can help this. It is expected that the Provider will work in an integrated way with other primary mental health services, and voluntary and community groups will be integral to the provision of the service. It is the intention of the Commissioners to enter into a 3 year contract with a possible extension of 1 year with the preferred provider. This service will be commissioned via an open procurement process, advertised to all which is proportionate to the value and complexity of the service and contract. The ITT will be live on the 01st March 2017 on the Arden GEM CSU e-tendering procurement portal (Bravo). All submissions will be evaluated using the scoring criteria which is contained within the ITT Instructions - Document 1. Clarifications may be asked during the procurement process, the deadline for ITT clarification questions is 5pm on 21st March 2017. The deadline for receipt of bid submissions is 5pm 30th March 2017. All correspondence relating to this procurement throughout all stages of the process must be managed through the Arden & GEM CSU eTendering Procurement Portal Bravo only on the messaging service for this tender. Providers wishing to submit an ITT to deliver this service need to log onto Arden GEM CSUs procurement portal (Bravo): https://ardengemcsu.bravosolution.co.uk/web/login.html.
