Summary of the contracting process

The Ministry of Justice is currently in the planning stage for the procurement of the "Dependency to Recovery Services" within the probation services sector. This process is based in London, UK, and aims to explore various delivery models for support concerning substance dependency and recovery services. Key dates include an engagement end date on 4th October 2021, with a market engagement webinar scheduled for 21st September 2021. Interested organisations are encouraged to participate to discuss innovative delivery options and how they can contribute to the proposals.

This procurement opportunity presents a significant avenue for business growth, particularly for small to medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) specialising in addiction support and rehabilitation services. Companies that offer expertise in unstructured interventions for substance use, alcohol brief interventions, relapse prevention supports, or those with innovative ideas for engaging with complex needs populations would be particularly well-suited to compete. Given the exploratory nature of this call, potential suppliers should prepare to demonstrate their capabilities and readiness to tailor services for the probationary population.

Notice Title

London Probation Service - Dependency to Recovery Services

Notice Description

There are four elements within the provision of the Dependency and Recovery service that the MoJ wish to explore, including the different ways in which they could be delivered, either together or separately. The elements are as follows: 1. Provision of Cannabis & other Psycho-active Drugs "unstructured" interventions 2. Provision of Alcohol Brief Interventions 3. Provision of wrap around support & brokerage services for relapse prevention, engagement and screening services 3. Improved liaison with treatment services The MOJ is keen to engage with potential providers to gauge the appetite for the delivery of this provision, further develop the detailed design of the proposals (and explore ideas on divergent delivery models) and to identify opportunities and ways to overcome potential challenges. We also welcome engagement with the market to discuss the innovation, social value and specialist services that could be provided. We are also interested in exploring opportunities to tailor service delivery, and develop specialist services for people on probation with complex needs, for example providing continuity of care for prison leavers who have taken harmful or prohibited substances whilst serving their sentence; members of LGBTQ who have engaged in chemsex. The Authority will hold a video conference webinar (MS Teams) on 21st September 13:00-15:00pm with the organisations which express an interest in this initiative.
