Summary of the contracting process

The N E L COMMISSIONING SUPPORT UNIT is planning to initiate a tender for the "City and Hackney CCG Primary Care Enhanced Services" contract, which aims to provide comprehensive clinical services, including phlebotomy and mental health care, to the local population of Hackney and the City of London. The total budget for this procurement is £72,366,000, with a budget breakdown of £10,338,000 for the period from 1 April 2018 to 31 March 2019. The contract is set to commence on 1 April 2018 and will run until 31 March 2025. Interested parties must express their interest by 12 noon on 19 January 2017, with a future notice expected on 1 February 2018.

This procurement process presents significant opportunities for growth, particularly for small and medium-sized enterprises (SMEs) and voluntary community sector enterprises (VCSEs) that specialise in health and social work services. Businesses capable of delivering integrated primary care services and those already engaged in community health initiatives will find this tender particularly relevant. The intent to negotiate directly with the City and Hackney GP Confederation highlights the need for innovative solutions and local engagement, providing a unique opportunity for interested organisations to collaborate in improving the health of the local population.

Notice Title

City and Hackney CCG Primary Care Enhanced Services

Notice Description

The clinical services that will be consolidated within this contract are Phlebotomy, Post-Operative Wound Care, Anticoagulation, Mental Health, Duty Doctor, Proactive Care, End of Life Care, Early Years, London Term Conditions, and Extended Access. The services will cover 100% of the population of Hackney and the City of London. City and Hackney was one of the London Devolution pilot sites and has established integrated commissioning arrangements where the local healthcare providers, including the City & Hackney GP Confederation, are part of the governance structure. The City and Hackney GP Confederation is the body that local GPs have chosen to use to consolidate the local primary care Enhanced Services, reduce variation between practices and every practice is a member of the GP Confederation. For these reasons the CCG's current conclusion is that the City and Hackney GP Confederation is the only provider capable of delivering these Enhanced Services and that purchasing these services from the City and Hackney GP Confederation is the best way to make use of local assets to improve social value and improve the health of the local population. Therefore the CCG intends to negotiate directly with the GP Confederation for the award of a single contract. The CCG would welcome engagement with organisations with an interest in this contract before contract award. Additional information: Interested parties are invited to express their interest in this engagement by emailing nelcsu.welcpod-procurement@nhs.net providing an answer to all of these questions attached (City and Hackney CCG Primary Care Enhanced Services Response Document). The deadline for submitting your express of interest is at 12 noon on 19 January 2017.
