Summary of the contracting process

The South Tyneside Council is seeking contractors for the "Hebburn Minewater District Heating Scheme," a project aimed at installing a district heating system powered by disused mine workings in Hebburn, North East England. This initiative, valued at £4.5 million, is currently in the Award stage, with the contract set to run from 1st February 2022 to 30th June 2023. Interested suppliers were required to register on the NEPO ProContract system to access tender documentation and submit a Prequalification Questionnaire before the tender period closed on 17th May 2021.

This tender presents significant opportunities for businesses in the construction and utilities sectors, particularly those specialising in district heating systems and renewable energy solutions. Small to medium-sized enterprises (SMEs) would be well-suited to compete, given the project's focus on innovative and sustainable heating methods that align with carbon reduction targets. Suppliers should prepare to demonstrate their capabilities in managing complex engineering projects and show experience in collaborative work with local councils.

Notice Title

Hebburn Minewater District Heating Scheme

Notice Description

South Tyneside Council wishes to install a district heating system serving several Council owned buildings in central Hebburn utilising the disused mine workings under Hebburn as a heat source. The installation of such a district heating scheme will reduce the Council's reliance on gas to provide heating and significantly contribute to the Council's commitment to its Carbon Reduction targets, and this scheme alone will provide a saving of 319 tonnes/year saving. A separate contract has been awarded to undertake the drilling of two boreholes, and the construction of permanent abstraction and re-injection wells. The water source heat pump adopted in this project will be able to source heat from both the mine water as well as ambient air (via dry air cooler) in the event that the mines are found to be unable to provide a sustainable mine water heat source. Suppliers will be required to express interest in this opportunity on the NEPO ProContract system. If not already registered on ProContract please register at the following link: https://procontract.due-north.com. Suppliers will then be granted access to the tender documentation. Please note that registering on ProContract and expressing interest does not mean that you have bid for the tender - once the above steps are complete you will be required to complete and submit the Prequalification Questionnaire. The draft tender documentation is available on ProContract - this is for information purposes only at this stage, and the final documentation will be released to the shortlisted bidders following evaluation of the returned Prequalification Questionnaires. Details of an earlier Market Engagement event are also included with the documentation for information purposes. Tender documentation is available to be downloaded on the NEPO ProContract system. If not already registered please register at the following link: https://procontract.due-north.com - this will then grant access to the tender documentation. Please note that registering on ProContract and expressing interest does not mean that you have bid for the tender - once you have registered you will be required to complete and submit the tender documentation. Tenders and all supporting documentation must be priced in Sterling and written in English. Any agreement entered into will be governed by English law and will be subject to the exclusive jurisdiction of the English Courts. The Council is not liable for any costs incurred by those expressing an interest in tendering for this contract opportunity.
