Accunea subcontract
Notice Description
The decision to transplant or discard is one of the hardest a surgeon can make, particularly with the growing number of organs from older donors and those with comorbidities. Discard rates average 15-20%, however, over-caution may be preventing thousands of dialysis-dependent patients from returning to a normal life and condemning hundreds more to death each year. Pre-transplantation biopsies, where performed, can provide additional reassurance over organ condition and likely final function, particularly from high risk donors. But biopsy is not without its own controversy, and decisions regarding single or dual transplant remain difficult. Accunea now provides clinicians with direct, objective, functional and metabolic measurements to suit a wide range of clinical practice - from hypothermic storage to normothermic reperfusion methodologies. With this evidence to hand, clinicians will find the hard decisions easier to make. Accunea have an existing medical device which has been used to test their core measurement technology. There is a requirement for modification and improvement to make it modular so that alternative parts and technical approaches can be tested. Accunea is seeking a consulting firm that have expertise in sensor technologies, electronics, software development, mechanical and an understanding of the regulatory environment for medical devices. This request for quotation is to invite suppliers to quote for support on device development providing services including, but not limited to, rates for mechanical design, software development, manufacture, electronic and system design. Budget: up to 120,000 + VAT Please note that the budget is not committed to the supplier if the contract is secured. Submission Please provide the information requested in the Tender Notice to nickhousby@accunea.com by 17:00, 13th May 2022 at the latest. Submissions will be assessed on an ongoing basis until this date. Shortlisted suppliers will be scored against the criteria set out in the attachments. If an interview is required then this will be scheduled for the 16/17th May. A decision will be made by the 18th of May and outcomes sent by email. A list of Q and A's will be documented and published alongside this tender on the Accunea web site www.accunea.com until the day before cut-off, ie. 12th May. Please email any questions to nickhousby@accunea.com. Additional information: Further information on the technical requirements can be obtained under NDA, please email nickhousby@accunea.com for an initial discussion and documentation. Assessment criteria Selection and Evaluation a. The evaluation of this quotation will be based on a pass/fail basis with a Value Assessment approach to assess a quotation. All relevant evidence submitted will be assessed/merit rated against pre-determined criteria. b. The scoring system to be applied to the assessment of the quotations proposals will be as follows: Score Performance Judgement 5 Meets the standards exactly as specified Excellent 4 Meets the standard well, but not exactly Good 3 Meets standard in most aspects, fails in some Satisfactory 2 Fails standard in most aspects, meets it in some Doubtful 1 Significantly fails to meet the standard Poor 0 Completely fails to meet the standard Not Worth Considering Stage 1 - Quality Response Quality A: Capability B: Approach C: Quality Assurance & Risk Management Quality Assessment Quality will be assessed as a score out of 15 and that this score will be added to the weighted score for price (out of 5) to achieve a final overall score out of 20. Where a response to any question is given a score of nil, (0), the applicant will be contacted for further discussion as to the reason for this and the tender may be discounted in its entirety and take no further part in the process. Each of the 3 quality criteria will be scored out of 5 based on the scoring criteria provided. Stage 2 - Price Summary Price Criteria Price/Value for Money Price Assessment Price assessment will be based on the overall cost with the maximum quotation price is PS120k, rejecting bids which in the opinion of Accunea are unreasonably low (0),after having first discussed the reason for this with the applicant, the lowest reasonable price will be given 100% (5). Other quotation prices will then be expressed as a proportion of the lowest price. This will give an adjusted price score. Overall Assessment The scores for each quotation will be compared out of a total score of 20 and (Subject to a final risk assessment) the quotation providers with the highest score offering the most economically advantageous bid will be recommended for acceptance.
