Summary of the contracting process

Weston-super-Mare Town Council is initiating a tender for the "Grove Park World War One Memorial Repair" project, classified under historical monument or memorial construction work. This procurement is currently in the planning stage, with a tender submission deadline set for 12 noon on 8th December 2017. The contract is expected to start on 1st April 2018 and must be completed by 30th September 2018 to align with the WW1 Centenary celebrations. The project is located in Weston-super-Mare, England, and has a budget of £25,000, using an open procurement method.

This tender presents significant opportunities for SMEs and VCSEs specialised in construction, restoration, or conservation work, particularly those with experience in historical projects. Businesses that can demonstrate reliability in meeting strict deadlines will be favourably considered, as the council aims to ensure the repairs are completed by the stated deadline. Interested contractors should provide detailed quotations for various aspects of the repair work, including conservation of both the statue and its column. Engaging in such a project can help businesses enhance their portfolio and showcase their capabilities in heritage conservation.

Notice Title

Grove Park World War One Memorial Repair

Notice Description

Weston-super-Mare Town Council is in the process of acquiring grant funding to support the repair of the WWI War Memorial in Grove Park, Weston-super-Mare. The memorial is a bronze winged Victory standing on a globe with her arms outstretched. She once held an Olive branch in her right hand but this has been broken away. Victory stands upon an octagonal pedestal column of Portland Stone with scrolled feet and moulded caps with bronzes plaques on the faces of the column. She was deigned by Alfred Drury and erected in 1922. Bronze elements:- The bronze figure and plaques are in structurally sound condition. There is a small part of the olive branch still in her hand. The surface of the bronze is in poor condition with any original or subsequent protective coating now gone, leaving the bronze exposed to the elements. Stone Plinth:-The plinth is generally in sound condition with evidence of repointing and copper staining. The repairs the Town Council are looking to have undertaken on the winged victory consist of:- * The replacement of the olive branch * Steam cleaning of the statue * Patinate surface to restore colour in localised areas * Add microcrystalline wax for protection Conservation work is needed on the column plaques include:- * Steam cleaning and removal of old wax residue * Patinate plaques to restore colour in localised areas * Add Microcrystalline wax for protection * Cleaning and repair of the stone pillar It is hoped that funding will be granted in time to enable the Town Council to have the War Memorial repaired in late Spring/Summer 2018, in time for the WW1 Centenary. Preference will be given to contractors who can give confidence in this timescale. Work must be completed by 1st October 2018 at the latest, this absolute deadline is of the essence of the contract. Quotations must be submitted by 12 noon on Friday 8th December 2017. Any queries please contact Zoe on 01934 632575 or email zoe.clements@wsm-tc.gov.uk Additional information: The repairs the Town Council are looking to have undertaken on the winged victory consist of:- * The replacement of the olive branch * Steam cleaning of the statue * Patinate surface to restore colour in localised areas * Add microcrystalline wax for protection Conservation work is needed on the column plaques include:- * Steam cleaning and removal of old wax residue * Patinate plaques to restore colour in localised areas * Add Microcrystalline wax for protection * Cleaning and repair of the stone pillar In your quotation please provide separate sums for: a) Repair and conservation work to the Statue, as described b) Conservation work to the column plaques, as described excluding cleaning and repair of the stone pillar c) Cleaning and repair of the stone pillar The Council reserves the right to commission some of the above itemised and priced elements of the work.
