F9992 IOW Phlebotomy Services - Request for Information The Isle of Wight Clinical Commissioning Group (CCG) was authorised by the NHS Commissioning Board in January 2013 to become a standalone statutory organisation on 1st April 2013. The CCG is working towards delivering its vision of commissioning high quality, sustainable and integrated services for the Isle of Wight. The CCG is made up of all 16 GP practices on the Island including GP's, practice nurses and other healthcare professionals. In ensuring the commissioning of healthcare services to the Island we work alongside professionals from secondary care, public health and the local authority. The CCG aims to recommission an excellent service for people who require phlebotomy (blood specimens to the laboratory to prepare for testing) on the Island. We are seeking from potential providers their views and proposals on providing the service by completing and considering the questions contained within the RFI document. We also welcome your ideas and suggestions in the provision of this service, should you wish to offer them. The Contracting Authority is looking for providers with the necessary capacity and capability (or a demonstrable ability to provide the necessary capacity and capability) to deliver high quality, patient-centred and value for money services, delivered in a safe and effective manner. The contract will be awarded for three years on a standard NHS contract with a potential to extend for a further 24 months. Current Service The current service was commissioned in 2007 through practice based commissioning mechanisms with the aim of improving equity of access, releasing capacity in the laboratory based service, enabling improved continuity of service to wards and improved access for outpatient attendees and contribute to local "green transport" initiatives by reducing the travel associated with a centralised service. The current service enables patients to attend a number of venues for phlebotomy when they have been identified as needing a blood test, however this is not based on patient choice but on a system whereby some practices offer in house phlebotomy and others send patients to outpatients at either St Marys, Newport or Ryde Outpatients. As of April 2016 there are now 16 practices of which 15 of the 16 Island practices are undertaking phlebotomy. In the Newport area, patient can obtain a blood test at their registered practice or via St Marys, conversely; patients in the Ryde area are generally directed to an outpatient's phlebotomy service in Ryde. Current levels of activity are shown in the table below; broadly these are expected to increase with the demand for local services and the need for more diagnostic investigations.
