Summary of the contracting process

The Ministry of Justice commissioned wellbeing workshops for prisoners at HMP Eastwood Park. The service is aimed specifically at prisoners who are not taking part in purposeful activity, including those who self-isolate. Workshops are intended to offer light encouragement through wellbeing and mindfulness activities, helping participants build towards engaging with education or work with support. This is a prison-based wellbeing and educational support service, rather than a general education programme. Delivery is at HMP Eastwood Park in South West England.

The procurement is complete and the contract was awarded to The CIP Project. The award date was 18 September 2026. The awarded value is £39,000. The contract period runs from 2 November 2026 to 16 June 2027. The requirement was procured as a call-off from a dynamic purchasing system, using a selective procedure. The submission deadline was 3 August 2026. Small and medium-sized businesses and voluntary, community and social enterprises were considered suitable. The published information describes the service and its intended outcomes, but gives no separate evaluation criteria.

For suppliers considering similar future work for the Ministry of Justice, this award shows demand for focused, low-intensity wellbeing provision within a prison setting, supporting people who are disengaged from purposeful activity and may be self-isolating. Credible providers would need to design and deliver accessible workshops in wellbeing and mindfulness, engage people who are reluctant to participate, and offer supportive routes towards later involvement in education or work. Experience of working with prisoners or other groups facing barriers to engagement would be relevant to demonstrating an ability to deliver this specific service. The call-off route through a dynamic purchasing system is also important: suppliers would need to be positioned to compete through that route when comparable requirements arise. The contract was suitable for SMEs and voluntary, community and social enterprises.

Notice Description

Call off Contract Under Prison Education Dynamic Purchasing System for Wellness Services for Residents of HMP Eastwood Park. The supplier will deliver wellbeing workshops that focus solely on engaging with the non-engagers and self-isolators. These are prisoners who choose not to be allocated to any purposeful activity due to their current mind-set. We want these workshops to focus on light encouragement to engage in activities that focus on well-being and mindfulness with the objective that they will eventually, with support, look to engage in education and/or work in the future.
