Summary of the contracting process

The procurement process for the "Torpoint Ferry Main Chain Supply" was initiated by Cornwall Council on behalf of the Joint Authorities, including Plymouth City Council. This procurement falls under the goods category, specifically focused on supplying critical chain components for the Torpoint ferries operating across the Tamar Estuary. The tender was published on 16th December 2016, with the tender period closing on 24th January 2017. The total contract is valued at £450,000, with a minimum threshold of £400,000, and the awarded contract has a duration from April 1, 2017, to March 31, 2021. The procurement method used was an open procedure, allowing any eligible supplier to submit their bids.

This tender presents significant opportunities for businesses specialising in manufacturing and supplying industrial chain products. Companies with expertise in providing high-quality chains that meet Lloyds Register standards would be particularly well-suited to compete. Additionally, small and medium-sized enterprises (SMEs) have the potential to participate, given that the suitability criteria indicate an openness to such businesses. Engaging in this procurement can facilitate growth by expanding a company’s reach within public sector markets, leveraging the long-standing operational requirements of essential services like ferry transportation.

Notice Title

Torpoint Ferry Main Chain Supply

Notice Description

The three Torpoint ferries each use two 650 metre lengths of chain to guide and propel each ferry across the Tamar Estuary. A driven chain wheel grips each chain and pulls the vessel through the water. The chains are normally changed after 3 years in service to maintain their functional requirement and to stay within the Lloyds Register tolerances for acceptable wear. This change periodicity is not binding and is dependent on actual wear, whether that be slower or faster than predicted. The chains are critical to the operation of the ferries and, due to the usual relatively long lead times involved in supply, it has been normal practice to have a spare available at Torpoint in the event of a defect requiring a chain change. This procurement exercise is intended to cover the supply of the next 3 pairs of chains and a further 200m length of chain to enable replacement of the tunnel chains that attach the main chains to the counterweight gantries. Additional information: Please Note the Electronic Invitation to Tender and all supporting documentation is freely available ONLY via the Due North procurement portal accessible via the portal website at supplyingthesouthwest.org.uk , where this opportunity has the unique project reference DN218319. This tender opportunity is being advertised by Cornwall Council on behalf of the Joint Authorities of Cornwall Council and Plymouth City Council who share responsibility for the Torpoint Ferry via the Tamar Bridge and Torpoint Ferry Joint Committee.
