Notice Description

Cornwall Council currently provides support within 18 short-term accommodation units to former rough sleepers in St Austell. The aim of the Service is to assist the Council in delivering the key outcomes identified in the Rough Sleeper Reduction Strategy, by accommodating and supporting former rough sleepers to prepare for independent living through the expansion of the STAR portfolio of provision. The current contract for this support in safe accommodation is expected to end on 31 March 2024 and the purpose of this soft market test is for Cornwall Council to gain an understanding of the level of interest from suppliers able to meet the qualifying criteria and interested in tendering for the provision of the STAR contract, including accommodation and support in St Austell, ahead of finalising the procurement or contracting route. Please see the attached draft specification detailing those requirements. Note that this specification is under review ahead of the full procurement process and there is an opportunity for prospective bidders to provide feedback to assist in its development. Cornwall Council will be commissioner for these services with the contract being for an initial period of five years, i.e. 2024-2029, with the option to extend by a single five-year period thereafter. Requirement and volume of service is dependent on the Grant funding envelope and the contract management process will approve the level of service based on available funds as required. The service specification detailed will provide a range of support to service users for the purpose of developing that person's capacity to live independently, or sustaining their capacity to do so, for a maximum period between six weeks and six months. For the avoidance of doubt, this Soft Market Test and any subsequent ITT implies no commercial commitment on behalf of the council, nor do any appended documents represent formal tender documents.
