Summary of the contracting process

The Health & Safety Executive (HSE) initiated a procurement process for the provision of market research into the Enhanced National Population Database (NPD). This initiative falls under the services category, specifically focusing on market and economic research, polling and statistics. HSE aimed to assess the market potential of an automated and web-enabled tool leveraging NPD data, crucial for fulfilling their discretionary activities aimed at improving compliance with health and safety requirements across organisations. Located in Great Britain, specifically addressing regions in England, Scotland, and Wales, the tender was under an open procedure, with key dates including its initial publication on 7th May 2024, the completion of the tender period on 21st May 2024, and the contract spanning from 3rd June to 1st September 2024. The award process concluded on 16th April 2026, bringing this procurement to completion with Public Sector Access Limited serving as the supplier.

This tender presents notable opportunities for businesses involved in market research and geographic information systems. The initiative suits small and medium-sized enterprises (SMEs), given the open procurement method, providing an accessible entry point for businesses aiming to expand through public contracts. Businesses with expertise in market analysis, especially in digital data handling and GIS, would be apt candidates to engage with such projects, thereby benefiting from the insights and developments in enhancing national databases. Moreover, the automation and web portal development efforts offer technological advancement opportunities, catering to firms with strong IT and data management capabilities, which could drive further innovations and commercial applications within the industry. The HSE's commitment to using discretionary tools to aid safety compliance opens a pathway for companies to collaborate in fostering safer environments across various sectors in the UK.

Notice Title

THE PROVISION OF MARKET RESEARCH INTO THE ENHANCED NATIONAL POPULATION DATABASE (NPD)

Notice Description

As well its statutory and regulatory duties, HSE undertakes discretionary activities aimed at supporting organisations to comply with health & safety requirements and to make their organisations safer and more healthy. One of the means of delivering this support is through provision of publications (books, guidance, etc) and software tools, some of which are free to use and some of which are paid for by the user to recover development and administration costs. One such tool is the National Population Database (NPD), which is a unique Geographical Information System (GIS) dataset delivering estimates of residents, workers and other population types in any location, down to individual buildings, in Great Britain. HSE are seeking to engage the services of a market research organisation to assess the market potential of an automated and web enabled NPD tool, and the NPD data. The enhancements currently planned by HSE are to improve automatic maintenance of the NPD database and the technical development of an alpha web portal. The portal will enable users to analyse the content of the NPD database and extract data based on their own requirements.
