Summary of the contracting process

The procurement process is being conducted by Public Health England (PHE) for a project titled "PHE - Corporate ICT - 4 Year DORIS and DOL database/software support and development." This tender falls under the services industry category and is associated with database software packages. The procurement is currently at the tender stage, with the tender period closing on 19 December 2016. The contract is set to begin on 1 January 2017 and will continue for four years, concluding on 31 December 2021, with a total budget of £80,000 excluding VAT.

This tender presents significant opportunities for businesses specialising in software development and support, particularly those experienced in database systems. Small and medium-sized enterprises (SMEs) are encouraged to compete, as the contract facilitates a collaborative approach, including onsite developer attendance for critical issues and flexible scheduling for non-urgent development. Companies with a background in public health technology, particularly those that can maintain high availability services and remote access systems, would be well suited to pursue this contract.

Notice Title

PHE - Corporate ICT - 4 Year DORIS and DOL database/software support and development.

Notice Description

Public Health England (PHE) requires software development and support of the DORIS and DOL database systems for its Health and Safety Executive Approved for a period of 4 years for a fixed total price not exceeding PS80,000 excluding VAT (PS20,000per year x 4) Personal Dosimetry Service (PDS). The development is to update and enhance and maintain business critical software which coordinates the PDS. We expect the development to include a combination of attendance of a developer on-site at PHE if any critical "bugs" are found in the software and non-urgent development units (days) to be scheduled at mutually convenient times. The anticipated "units" for the development is as follows: DORIS 20 days DOL 10 days Infrastructure Review days 2 Emergency Support days 2 It is anticipated that the balance between DOL and DORIS development days may vary from that given above. We hope that the work on DORIS and DOL software can be done remotely with new deployments being generally carried out at lunchtime to minimise impact on DORIS users. . Service Availability - The development only needs to be done during normal office hours unless an emergency requires out of hours work to be done. If this situation occurs the price will be based on the contracted company's rate card and will be agreed in writing/email at the time. The budget for the combined development contract for DORIS & DOL is up to PS20,000 (Ex-VAT) per year fixed over the four years Additional information: PHE Personal Dosimetry Service PHE provides to employers a service that measures and records the radiation doses received by their workers. Doses are measured by means of personal dosemeters (also known as "radiation badges") which are sent to the employer, worn by the worker for 1-3 months, and returned for processing. A report is then issued to the employer. PHE PDS is the largest UK-based service, serving over 7,000 employers and over 70,000 individuals. DORIS DORIS (DOsimetry and Records Information System), which has been running since late 2008, is a database system for dosemeter issues, dose records and dose reporting. It is only used by PHE staff. DOL DOL (Dosimetry online), released in 2011, provides customers with remote access to the data held in the PHE DORIS database, although it is separate from DORIS. DOL has the following user communities: * the PHE, * the PHE's clients, * Radiation Protection Advisors. DOL is effectively an advert for the PHE's Dosimetry Service, so it is essential that it provides a reliable high availability service. The DOL service is dependent on the availability of DORIS and so support for one cannot be provided independently of the other. They use similar technologies and have several interfaces for exchanging data. It therefore makes sense to use the same team to support both the systems.
