Notice Description

The London Borough of Hammersmith and Fulham (LBHF) has secured funding through the Greater London Authority (GLA) Homebuilding Capacity Fund (HCF). The Council is seeking external consultancy services to evidence the capacity of small sites within the borough to assist in enabling housing delivery. The key objectives for the Council are to: -commission studies to identify small site land availability; suitability; and the potential capacity of small sites for new housing1 in the borough. -identify barriers to delivering small site development in the borough and establish mechanisms2 to overcome constraints to delivery -create a training programme for members on emerging London Plan policies, particularly on small site development and on the Council's housing delivery agenda. The study will inform production of the new Local Plan, with the Design Codes helping to shape and determine planning applications, pre-application discussions and prior approval determinations. The Council is looking to appoint a suitably qualified and highly experienced consultant, or multidisciplinary team of consultants, to identify housing capacity and design on small sites (under 0.25ha) in the borough and produce a design code to facilitate delivery. In order to get a top quality commission, up to PS90 000 can be allocated for a high quality submission. This will reflect: - substantial experience in similar commissions, to include London. - a thorough understanding of the interrelationships of urban design, public realm and land uses is required. - the tender submission should demonstrate that it has considered the implications of the recent changes to the use classes order permitted development rights, and anticipate future changes currently being consulted upon in the draft Planning White Paper. The study will comprise three specific parts. The key tasks envisaged under each part are provided here. It is envisaged that Part A and Part B will be done in parallel. Part A) Characterisation Study Part B) Identification, Land Assessment, and Capacity Appraisal Part C) The Preparation of a Design Code Proposals/ submissions for this commission will need to demonstrate how the key tasks (specifically A - R) identified for each part will be met. However, please note that at least two-member training sessions with Council Officers will be required at set stages during the study.
