Summary of the contracting process

The Ministry of Defence is buying digital and technology research, advisory and executive support for senior Defence leaders responsible for digital, data and security. The service gives named leaders access to independent research, analysis, forecasts and market intelligence on cyber security, software engineering, cloud services, emerging technologies and related IT markets. It also includes access to analysts for enquiries and briefings, executive advice to inform technology strategy and investment, tools to assess technologies and suppliers, and peer networks and mentoring. The work supports strategic planning, capability development and understanding technology risks, opportunities and good practice. Delivery is intended for Defence leaders; the stated delivery coverage includes the United Kingdom and international locations. This is research and advisory consultancy, rather than the purchase of technology products.

The procurement is complete and Gartner UK Limited was awarded the contract on 29 September 2026. The Ministry of Defence made the award as a call-off under Lot 3 (Cloud Support) of the G-Cloud 14 framework; the procurement method is selective. The awarded maximum value, including the extension option, is £918,000 excluding VAT. The initial term is 12 months, from September 2026 to August 2027, with an option to extend by up to a further 12 months, giving a maximum contract duration of 24 months. The contract period recorded for the award runs from 30 September 2026 to 31 August 2028. The scope is described as one service requirement, with no separate lots. The data records the procurement as unsuitable for SMEs and voluntary, community and social enterprises.

For suppliers seeking to compete for this Defence requirement in future, the award demonstrates demand for ongoing access to independent technology-market insight combined with specialist advisory and executive support. A credible provider would need to serve senior digital, data and security leaders, with research and expertise across cyber security, software engineering, cloud, emerging technologies and global IT markets. It would need to respond to enquiries and provide briefings, decision support and practical tools for assessing technology, suppliers, risks and opportunities. The requirement also favours the ability to support evidence-based strategy and investment decisions, capability planning, and engagement with peer leaders. The buyer used a call-off from a government cloud framework, and the requirement was recorded as unsuitable for SMEs and voluntary, community and social enterprises; this points to the importance of framework access and capacity to deliver a broad, executive-level service.
