Summary of the contracting process

Essex County Council is currently conducting an early market engagement for the replacement of its existing Construction Framework, which is set to expire in February 2020. This procurement process falls within the planning stage, with an engagement end date of 19th November 2018. The proposed new framework will encompass design and construction services for various construction projects across Essex and other local authorities in the East of England, excluding housing and highways projects. Interested parties can review a short market engagement notice and provide feedback through a questionnaire accessible until midday on the deadline date.

This tender presents an excellent opportunity for construction contractors, particularly small and medium-sized enterprises (SMEs), to influence the future sourcing approach of Essex County Council. The framework is expected to involve three lots, catering to a range of project sizes and providing avenues for businesses specialising in construction, refurbishment, and maintenance services. By engaging in this early consultation, companies can align their capabilities with the council's requirements, positioning themselves favourably for forthcoming contracts.

Notice Title

Early Market Engagement for replacement of Essex Construction Framework

Notice Description

Essex County Council's (ECC) existing Construction Framework is due to expire at the end of February 2020 and we are currently reviewing replacement procurement options. We have designed a short questionnaire based on the Council continuing with a Framework approach to continue to source construction contracts and are seeking input from the market into some of the key proposed changes. Please note that the decision for ECC to proceed with setting up another Framework Agreement is yet to be ratified and is still subject to ECC's internal governance processes. The scope of the potential new Construction Framework is intended to cover design and construction services for the delivery of a range of construction, refurbishment and maintenance projects, across ECC and other local authorities (with the exception of housing and highways projects). It is proposed that new Framework will have three main Lots: Lot 1: PS0 - PS1.5m (potentially split into geographical sub-lots) Lot 2: PS1m - PS4.5m Lot 3: PS4m+ This short questionnaire is open until midday on 19/11/2018 and we would be very grateful for your feedback to inform our future sourcing approach. Additional information: If you are a Construction Contractor and would potentially be interested in delivering works for Essex County Council in future, please complete the survey via the above link by midday on Monday 19th November 2018.
