Summary of the contracting process

Crescent Purchasing Consortium Limited is procuring building cleaning services for education organisations and the wider public sector. The requirement is for an Open Framework appointing suppliers that specialise in cleaning services, giving consortium members a compliant route to buy cleaning provision and use collective purchasing power. Services may be delivered across the United Kingdom, including England, Wales, Scotland and Northern Ireland, as well as the Channel Islands, the Isle of Man and nationally. The procurement is divided into 14 geographical or coverage areas: North East, North West, Yorkshire and the Humber, East Midlands, West Midlands, East of England, London, South East, South West, Wales, Scotland, Northern Ireland, Channel Islands and Isle of Man, and National. This is a services opportunity for building cleaning specialists.

The process reached tender: Crescent Purchasing Consortium invited offers through an open procedure using the MultiQuote e-tendering platform. Bids were due by 15 September 2026 at 5:00 pm British Summer Time. The resulting contract period is 22 March 2027 to 21 March 2029. The estimated value is £3,000,000,000 including the stated currency of GBP. The arrangement comprises 14 lots covering the listed regions and national provision. It is a re-tender of the existing building cleaning framework, which is due to expire in May 2027. The wider open framework series is intended to conclude on 21 March 2035. The opportunity is identified as cleaning services and is suitable for small and medium-sized enterprises.

This opportunity suits established building cleaning companies able to deliver services for education clients and other public sector organisations. Suppliers can compete for one or more geographical areas or for national provision, allowing businesses to match their bid to their operational coverage. The framework is intended to provide consortium members with a compliant purchasing route, so successful suppliers should be prepared to work within public sector framework arrangements and support call-off requirements from participating members. The scale and spread of the opportunity favour providers with reliable cleaning teams, management processes and the capacity to serve multiple sites or regions. Smaller firms are expressly identified as suitable, while voluntary, community and social enterprises are not identified as a target supplier group.

Notice Description

This process is a re-tender of the current Building Cleaning Services Framework let by CPC and expiring in May 2027. CPC intends to put in place an Open Framework for the appointment of building cleaning suppliers who specialise in cleaning services, across education and also the wider public sector. The purpose of this Framework is to give CPC members a compliant route to market. The collective spending power of Members utilising CPC frameworks is harnessed to drive down costs, which often allows for savings delivery which our membership otherwise would be unable to achieve individually. The Open framework will consist of 4 frameworks within the series. It is intended for the series to conclude on 21/03/2035.
