Patient Home Support Service to Berkshire Healthcare NHS Foundation Trust
Notice Description
Berkshire Healthcare NHS Foundation Trust are exploring options for the future commissioning needs of Home Care Support services. The service includes Night Sitting across Berkshire West and Domiciliary Care which is predominantly within the West Berkshire (Newbury) locality. The aim is to commission a framework of providers to provide a high quality, patient centered and safe domiciliary care and night sitting services to adults recovering from episodes of ill health or injury within their own home following discharge from hospital or preventing admission where needs can be met within a service users own home. The estimated total budget for both service components is PS500,000 per annum. Commissioners intend to hold a Market Engagement Event ("MEE") with potential bidders to understand opportunities and barriers to providing this service and to assist commissioners with shaping their procurement strategy and service specification. Key points objectives of the MEE is to understand the opportunities, challenges and barriers to improving service outcomes and efficiencies including: 1. Explore opportunities for provider collaboration to optimise the impact of staff recruitment and retention. 2. Explore innovative ideas to evolve the service to meet the diverse needs of individuals. 3. Explore how services can be managed effectively within budgetary constraints. The MEE will be held in a virtual environment via Microsoft Teams on the 25th August 2022, 10am until 12 noon. The contract is expected to commence on 1st April 2023. To express an interest ('EOI') in the MEE, please request a copy of the draft specification and complete the attached market engagement questionnaire and submit along with your EOI. Expressions of Interest must be received by 22nd August 2022 and submitted to Donna Harrington and Lewis Walden via email to: donnaharrington@nhs.net and lewis.walden@nhs.net This process is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners. Additional information: This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit Berkshire Healthcare NHS Foundation Trust or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Commissioners are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations. Berkshire Healthcare NHS Foundation Trust will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
